“BAD FORM!  BAD FORM!  BAD FORM!”

VICTORIA COUNCIL FEELS MANIPULATED

         Developers of the Chevalle property, which lies along the southern border of the City of Victoria at 86th Street, want to develop their parcel that lies within the city limits of Victoria;  this parcel is 26 acres in size.  The rest of the property, which is the majority of it, lies within the city limits of Chaska and is being developed.

         According to information from City Planner Holly Kreft, Chevalle is proposing a single level senior housing facility and an equestrian facility for the parcel in Victoria. 

         Stated Councilmember Kim Roden, “This project seems to take several twists and turns.  At one point I thought it was going to remain green space.”

         Said Holly, “We have met with the developers.  They have indicated they’d like to develop it.  The City of Victoria has control over the density.  We really haven’t seen any plans as to what they’re proposing for the Victoria parcel.”

         Commented Councilmember Jim Paulsen, “My daughter lives near an equestrian facility and she’s glad she doesn’t live within a mile of the facility.  There’s feces and odor and everything else.  I don’t like this.  Why don’t they put it in the middle of their property?”

         Declared Councilmember Tim Amundsen, “Bad form!  Bad form!  We’ve explained things to these people, that we want the improvement of 86th Street.  Now I find out they’ve gone to our Senior Commission.  Bad form!”

         Continued Tim, “Do we go to Chaska and tell them what to put on their property?  No.  Well, how about a high rise in the middle of their downtown park?  They don’t use that park very often.  Bad form!  Bad form!”

         Said Councilmember Richard Tieden, “We feel manipulated, and now I’m feeling manipulated again.  I don’t appreciate it.”

         There was no council action or approval of Chevalle’s request.

 

 

DON’T WATER LAWNS AT 12 NOON

VICTORIA TO ENFORCE WATERING BAN

         Council held the second reading/hearing on a Water Conservation Amendment on March 13th and continued it to the March 27th meeting when it was unanimously approved.

         As City Administrator Steve Sarvi pointed out, “The DNR is requiring cities to enforce water conservation issues.  The intent is to be informative at the beginning, but we want to make the enforcement process work.  There’ll be a lot of eyes out there -- public works people, town cop, and others.  The intention is to not waste treated groundwater.”

         One of the enforcement areas mentioned will be a ban on allowing water sprinklers to run when it’s raining.  Also, the odd/even sprinkling days will be further limited to specific hours of allowed sprinkling, before 10 a.m. and after 5 p.m.   Exceptions would be made for new seed or landscape issues.  The first violation would be a warning, second a fine of $75, the third $250.

         Said Councilmember Tim Amundsen, “I’d like to get information out to the people.  We’ve increased rates on water usage indoors and now we’re controlling outdoor usage.  It’s a lack of understanding when people turn on the sprinkler at 12 noon on a brown lawn.”

 

UPDATE ON VICTORIA CREAMERY

ANTICIPATING DEMOLITION THIS SPRING

         February 28th.  City Administrator Steve Sarvi reported that the Creamery developers will be submitting a right of way easement in April, that they’re working on construction plans and will bring in everyone in town for a joint gathering.  Steve said that the project will create “a major disruption until they can get all of their equipment on site.”

         March 13th. Said Steve, “The right of way permit came in today.  The next thing would be the demolition permit.”

         March 27th.  Holly Kreft, the city’s Director of Development, reported the demolition permit has been issued and the developer is waiting to finalize construction drawings.  There will be a pedestrian plaza with fountain and statue.  Construction will occur up to the property line.  There will obviously be some major impact in the downtown.  Council approved the vacation of a roadway easement in the northwest corner of the property
