         Councilmember Tim Amundsen spoke directly to residents in the audience.  “Municipal water is off the table for you, as requested,” he said.  “And roads are a voodoo science, in my opinion.  They heave.  They sink.  I wouldn’t mind taking some extra time with the neighborhood on this ... The destination is a foregone conclusion.  The question is how do we get there.  If we take off, we’re flying.

         Responding to comments from the audience, Councilmember Richard Tieden  said, “Ultimately we have to address our roads.  I don’t see a problem in taking a little more time going out to residents of the community.”

         Cara continued, “We normally hold two neighborhood meetings, which we’ve done.  Assessments can’t go up; they can only go down.  I’ve been on the phone with the neighborhoods for the last two weeks.  We do have regular neighborhood meetings as the process continues, even after the project is over.”

         Stated Administrator Steve Sarvi, “My recommendation would be to continue with the design process.  Sometimes it even brings neighbors closer together.”

         Council then voted unanimously to allow an expenditure to acquire plans and specifications for street reconstruction and drainage.  The final assessment hearing is scheduled for July 24th.  Mayor Thun informed the residents, “We can still stop the process at that time.”

         A second motion that evening authorized plans and specs for extending the trunk watermain along Hwy 7 to the Baycliffe Drive and the lift station.  This does not bring municipal water into the neighborhood.  There was no motion to extend Thornberry Curve.

         Other 2008 street projects in Victoria this summer include Victoria Circle, 80th Street, 81st Street, 82nd Street, plus an overlay for Park Drive and 73rd Street.

 

SHORTER AGENDA ITEMS

OF VICTORIA CITY BUSINESS FROM MARCH

         *Mayor Thun posed a moment of quiet reflective time before the March 27th city council meeting in recognition of the recent death of Lloyd Braunworth and his long service to the city as a Victoria Firefighter from 1950-1976.  He also served as a Victoria City Councilmember.

         *Council approved the license agreement for personal trainer Tim May to provide services for the city at the Field House.  The city provides no compensation for these services and receives 5% of fees.

         *Council approved the license agreement with Lynch Camps to run youth basketball, tennis, and soccer camps and classes this summer with an 80/20 compensation split with the city.

         *Council approved a performance agreement for $745 with the Splatter Sisters to perform on Wednesday, June 11th, as part of the Concert in the Park Series.

         *Council approved wall signage for Digger’s Polaris at the intersection of Hwy 5 and Stieger Lake Lane in Victoria.

         *Council approved a proposal by Holy Family Catholic High School to improve the existing surface of the batting cage at Lions Park with artificial turf.

         *Jim Paulsen asked, “What are the city’s strategic initiatives?  I want to know about the stress test as we go forward.  We are subject to variable revenues now and high fixed costs.  We need a revenue stream if building stops.”

         *Mayor Thun reported that the new name of the city’s newsletter will be “Spirit of Victoria.”

         *Jim Paulsen reported that developers at Lakeview Meadows (the Swain property on the north side of Schutz Lake) want to give the city swamp land rather than dollars for parkland dedication.  “Watch out for that,” he advised staff.

         *Council approved the addition of the Minnesota Valley Community Band to the 2008 Summer Concert in the Park Series.  It is a local 40-piece band that is scheduled to play at Lions Park in Victoria on Wednesday, July 16th.

         *Council amended the function of the Parks & Rec Committee by adding to their responsibilities overseeing the operations and management of the Field House.

         *Council approved the attendance of City Clerk Jennifer Kretsch at the 2008 Conference of the MN Clerks and Finance Officers at a cost of approximately $500.

         *Council authorized city staff to apply for the League of MN Cities annual City of Excellence Award for the Walk Victoria project with Carver County Public Health.  Awards will be announced in Rochester in June of 2008.  The award is $1,000.
