MOVING DIRT IN THE DEAD OF WINTER

TO IMPROVE WATER QUALITY OF STIEGER LAKE

                  They've been moving a lot of dirt in Victoria this winter, along the south side of Highway 5 between the Fire Station and Dr. Baker's Building.  You can't miss it when you're coming and going. 

         Looks like they're building a new road, maybe getting ready for another development, or maybe constructing an outdoor ice skating rink.  The dirt is flat, smooth, and very black against the white snow and seems out of place this time of year in the dead of winter.

         But everything's in place as the Minnehaha Creek Watershed District is working to improve the water quality and reduce the pollutants in Stieger Lake.  Stieger Lake is  not much more than a stone's throw away on the north side of Hwy 5.

         All of the dirt work is occurring in a wetland area, which is frozen this time of year making it possible to avoid the mud and mess in warmer temps.  Construction consists of excavation, importing top soil, two weirs constructed of steel and concrete, and the establishment of native vegetation. 

         The project will expand a city-owned pond directly north of Hwy 5 (the HEI pond) at Stieger  Lake Lane.  Once completed, the project will treat water from a 250-acre drainage area that eventually ends up in Stieger Lake.

         According to information from the MCWD, water currently flows through the wetland into a ditch and bypasses the pond, which is designed to reduce nutrient loads before the water enters Stieger Lake.  After the project is completed, the water will be spread through the wetland and stored in small ponds.  Wetlands naturally function to store and filter polluted water.

         A weir controls water levels so there’s no impact on the historic high water level of the wetland or pond.  A weir is a small underwater dam that reduces but doesn't stop the flow of water to the lake.

         It is anticipated the project will reduce 97.9 pounds of phosphorous into the lake per year.  According to Holly Kreft, Victoria Community Development Director, restoration planting will be done this spring.  According to the MCWD, restoration of the native plant community will be an ongoing process.  The first year will consist of managing invasive vegetation and seeding native plants, trees, and shrubs.

PUBLIC WORKS BUILDING ON HOLD FOR NOW

         *Council held a closed session on January 14th to discuss real estate acquisition strategies.

         *Manager Don Uram reported on January 28th that the City of Victoria may have a leasing opportunity with a developer to accommodate space for a new City Hall location.  As for a new Public Works Building, it's on hold, he said.

         *Council appointed resident Ann Hoelscher to represent Victoria on the Lake Minnetonka Conservation District Board, replacing Bill Olson who represented Victoria for five years.

         *Council accepted donations to the Victoria Fire Department including $250 from the Victoria Business Owners Association and $217 from the Woodlands Homeowners Association.

         *Council approved a quote from Rosenbauer in the amount of $86,600 to refurbish the 1992 Toyne Fire Engine in the Victoria Fire Department.  As the Department reported, "The refurbishment of this fire engine will provide the City with a reliable and fully functional truck for at least the next ten years.  This truck has spent the last 20 years of its life as a front line engine and will be a great backup truck for the remainder of its life."  The truck will also become the primary tow vehicle to operate the Carver County Hazardous Materials group trailer which is stationed in Victoria.  A second quote was $92,028.

         *Council approved another year's extension to the watermain agreement with Hartman Communities and Ryland Homes for a completion date of December 31st, 2013.  The watermain to connect Krey Lakes to Rhapsody was originally proposed in 2008, when the slowdown in the housing market occurred.
