       Goals:

         1) Develop short and long-term financial plan.

         2) Ensure long-term organization effectiveness. 

         3) Market available land for development.

         4) Initiate long-term partnerships.

         5) Initiate space needs study for City Hall and Public Works Garage and determine future location.

         6) Design and implement amenities plan with parks and trails, including constructing Bayfront Park with Three Rivers Park District.

E-LIBRARY MIGHT COME TO VICTORIA

*Administrator Don Uram reported on March 23rd that an E-Library is being proposed for the Victoria Field House.  He explained that with an E-Library, people order books online and then pick them up at the Field House.  The only costs to the city, he said, include the internet connection, phone line, and the space.  He said a grant from Carver County will cover the $200,000 for the kiosk and associated costs.  He anticipates the E-Library to be operational in 2009, depending on the grant.

         *Victoria Fire Chief Tim Walsh and Lieutenant Jake Keehl received approval to attend the Fire Department Instructors Conference in Indianapolis, Indiana in April.  The FDIC provides courses, grant opportunity information, training and information pertaining to current and existing requirements of fire departments.  Cost including registration, travel, lodging, and meals is $1,370.

         *The Warning Siren at Lions Park will be replaced at a cost of $21,000 and the Warning Siren at Hwy 7 and Smithtown Road will be repaired at a cost of $850.  The former is 20 years old; its speakers are failing and the electronics are obsolete.  The city’s other two Warning Sirens, one at Bavaria Road and 78th Street and the other in Rhapsody, were installed in 2008.

         *Roger and Michelle Hammers, dba Party Pizza, donated $200 to the City of Victoria for the 2009 Concerts in the Park Series.

         *Tim Amundsen mentioned that five times as many gun permits have been issued here in Carver County and nationwide than the normal average.

         *Kim Roden mentioned that the Sheriff’s Sale on the Notermann Building in downtown Victoria is scheduled for Monday, April 6th.  Jim Paulsen said he’d like to know the status of the city’s parking space on the Notermann lot.  “We have a vested interest in the parking,” he said, adding, “Last time I checked, there were substantial mechanics liens.”  Tim Amundsen mentioned that the City of Victoria gave city money toward the building renovation in the form of Tax Increment Financing.  City Attorney Mike Norton said of the building’s owner company, “Victoria Drive LLC is defaulting, clearly.  I’ve recommended we stop payment on the TIF note.  We don’t have to pay out if we’re not getting performance.”

         *The following appointments were made to the Senior Commission:  James Pehringer, Jim Hoffman, Linda McNulty, Julie Murray, Ronald Allen. 

         *Henry Pryor was appointed to the Lake Minnetonka Communications Commission. 

         *A Hawkers and Peddlers license fee in Victoria is being increased to $100 rather than $25.

         *Council accepted donations to the Victoria Fire Department:  $150 from Monte and Jennifer Johnson, $500 from Lisa Bishop.

         *Council accepted a $1,000 donation for the 2009 Concert in the Park Series from an anonymous donor.

         *Council postponed a first reading of the Shared Parking Ordinance.  Said Jim Paulsen, “There’s much to be read and understood here.”  Said Tom O’Connor, “I’m retired and I’ve got a hard time keeping up.”  Said Kim Roden, “It’s not a problem for me.  I’m a weekend warrior.”  Said Tim Amundsen, “If we haven’t had adequate time, we can always postpone or table.”
