OTHER VICTORIA NOVEMBER SCOOP APPROVING, ACCEPTING, AUTHORIZING, ADOPTING *Council approved a request from the Victoria Public Works Department to trade the 2006 Bobcat for a new 2008 Bobcat. The quote is $7,984. The Bobcat is used for the parks, streets, and trails for a variety of tasking including the plowing and blowing of snow and the sweeping of sidewalks. *Council approved the 2009 contract for Carver County Assessor’s services at a total cost of $34,000. The fees for 2009 are $10.50 per residential valuation, $11 per agricultural valuation, and $12 per commercial/industrial valuation. According to information from Carver County Assessor Angela Johnson, there were a total of 3,212 valuations in 2008: 2,845 residential, 26 agricultural, and 341 commercial/industrial. *Council approved the certification of delinquent utility bills to the county for collection with 2009 property taxes. Regarding the delinquencies, Tim Amundsen said, “If you don’t pay your water bill, you shouldn’t get water.” Said Jylan Johnson, “It could create hardships. There is a cost to turn the water off and turn it back on. Scheduling could also be problematic.” There is a $25 fee per delinquent property owner. *Council accepted a $1,000 donation from the Eaton Corporation for the Kirke Lachen Park project. *Council approved step increases in salary as recommended by the Personnel Committee for City Accountant Kelly Grinnell and Park and Rec Supervisor Holly Kaufhold. *Council authorized the Victoria Fire Department to apply for a Fireman’s Fund Heritage Grant in the amount of $14,450. It does not require matching funds from the city. The grant would be used for community education and outreach, recruiting of members, research retention and fundraising programs. *Council adopted an investment policy to establish a framework whereby the city can perform daily investment activities. *Council accepted bids and awarded a contract to replace the Baycliffe lift station to Minger Construction with a low bid of $155,450. *Council authorized the execution of a professional services agreement with Bonestroo Inc. to administer the $64,000 grant that the City of Victoria received from “1000 Friends” to assist with city planning. Part of the grant will be used to help with the master planning of the 400 acres of the Marsh Lake Hunt Club area. Councilmember Paulsen suggested that perhaps Marsh Lake could be contacted to help with the “grant overrun.” Project planning cost is $99,000. |
