City Scoop Continued

         Councilmember Roden said there are speed bumps around Lake of the Isle and they’re still in position during the winter.

         Attorney Norton stated, “Those are more expensive and more permanent, a longer hump for the snowplows.”

         “Why were they put there?” asked Councilmember Roden.

         “To calm traffic issues and address cut-throughs,” he responded.  “They are more elongated paved humps.  The jarring sensation is not there as with the road bump.”

         “Because they’re there and they work!” stated Kim.  “I bet they went to their council and the council put them there, and I bet people slowed down.”

         “Most engineers don’t recommend them on a collector road,” said Engineer Geheren.  “Speed studies, actual studies, show that speeds slow down at the humps and then increase between humps, from one to the next.”

         “I’m frustrated there isn’t more we can do on the short term,” stated Councilmember Roden.  “I feel totally inept and unable to help.  I’m in the council minority on this issue and there isn’t a third vote.”

         Countered Mayor Thun, “I feel all five councilmembers want to help.  I do think those flashing signs do work.  They work for me.  It would be an easy solution.  It’s not a matter of this council not wanting to do anything.”

         “It’s an extremely difficult situation, not one of convenience,” said Councilmember Amundsen.  “That we don’t want to inconvenience our Public Works Department with speed bumps is just false.  This doesn’t mean there’s apathy or that we don’t care about the safety of the community.  There are four other concerned members up here.”

         Councilmember Tom O’Connor pointed out that they signed up for the long-term design and construction solution.  “We feel strongly about this,” he said.  “It’s going to cost us more than $2 million!  We care deeply about what goes on here.”

         “There were speed signs all down Smithtown Road for the exact same reason, to reduce speed,” stated Councilmember Roden.  “I can make the calls as to where the signs are now.  I don’t feel comfortable that we’ve exhausted the options.  We really haven’t done much of anything other than plan for a new road in 2011.”

         “From my perspective, staff is implementing what council has recommended,” stated Administrator Uram.  “The City of Chaska has offered us to use their speedtrailer but their effect is in question.”

         “What does it hurt to try it?” asked Councilmember Amundsen.  “Let’s see what we can do with that  trailer!”

         “So can we try the speed trailer?” asked Councilmember Roden.

         “It’s in the past motion,” stated Mayor Thun. 

 

SHORTER CITY SCOOP FROM JANUARY

EXCEPTIONAL WORK FROM VICTORIA FIRE DEPT.

         *Councilmember Tim Amundsen singled out some Victoria firefighters for exceptional work and heroism in the January 7th house fire at 2505 Auburn Drive in Victoria.  A woman was trapped in the home and she was rescued by firefighters including Bill Blinstrup, Steve Dahl, and Troy Walsh.  “Exceptional!  Just exceptional!” stated Councilmember Amundsen.  “They did something a lot of people wouldn’t do.”

         *Council is holding closed sessions in regard to strategy for city acquisition of the Kirsch property located on the south side of City Hall.  At one time it was a beer distributorship warehouse.

         *Council approved a resolution that increases the base pay of city employees (except in the Public Works Department) by 1% plus also gives a 1% wage increase to full time city employees.

         *Council approved the temporary layoff of William Schwanke, city building inspector, because there isn’t enough work to support the position.  A temporary layoff is defined as lasting 90 days or less.  If permit activity increases, he will be called back to work, probably by April 15th.

         *Council approved the purchase of a firefighting skid for the Victoria Fire Department at a cost of $8,557.  The Fire Department applied for and received a $3,500 matching grant toward that purchase.  The skid will be pulled behind the six-wheeler and contain a water tank and foam equipment to fight grass fires.  It will also contain a carry unit to assist in the transport of injured persons.

         *Council approved the hiring of staff for the Parks & Rec Department at the Victoria Recreation Center.  Grant Notvedt and Jack Biebigauser were hired as warming house attendants.  AnnMarie Biebigauser was hired for the daycare and front desk staff position.

         *Council accepted donations to the Victoria Fire Department from Natasha  Arntsen ($100), Esko and Shirley Eskola ($75), Anthony and Jamie Rocheford ($100), Steven and Amanda Violette ($100).
