“There is information available on those types of things,” said Councilmember Amundsen.  “It would be good to get some of those documents out there.  That’s a good idea.”

         Continued Tim, “If we’re without water again, we should have someone go to everybody’s door and let them know what to do next.  Someone has to be in charge and it can’t be a group.  With Katrina, the firefighters were taking care of their own families.  The police were taking care of their families.  Something got done only when people came in from over a hundred miles away, with their families being okay.”

         “And then various vendors will take advantage,” said Councilmember Roden.  “I don’t know what our plan is for buyer beware.”

         City councilmembers will continue to consider the issue and get specific comments to the city administrator.

 

SHORT VICTORIA NEWS FROM DECEMBER

REMEMBERING GERMAINE AT CITY HALL

*Upon recommendation from Councilimember Tim Amundsen, the Victoria City Council named Germaine Jesberg, who died on November 19th, 2009, the Honorary Posthumous Councilmember for the December 14th, 2009, Victoria City Council Meeting.  Germaine was a 20-year employee of the City of Victoria.  Mayor Mary Thun also declared a moment of silence in Germaine’s honor.

         *Council and staff will hold a Strategic Goal Planning Session again this year.  It’s scheduled to be held on Wednesday, January 6th, from 4:00 p.m. to 6:30 p.m. at Holy Family Catholic High School.

         *Council held its Truth and Taxation Hearing on Monday, December 14th.  One resident couple questioned why their property taxes went up $1,900 in one year.  City Administrator Don Uram offered to take a look at the situation and meet with the property owners.

         *Council approved the 2010 prosecution contract whereby the Carver County Sheriff’s Office provides prosecution services for the City of Victoria.  It costs the attorney’s office approximately $204,000 annually to provide prosecution services to the ten participating cities.  This represents the price of two attorneys and one legal secretary.  In exchange for this service, the attorney’s office receives one-third of the fine revenue generated from these prosecutions.  One third goes to the state, and one-third goes to the city.

         *Council approved the 2010 Timesavers Recording Secretary Services Agreement.  The City of Victoria has contracted with Timesavers for the past 19 years.  Rates for 2010 will remain the same as in 2009.  The base rate is $126.25 for any meeting up to one hour in length plus $31.25 for each thirty minutes following the first hour.  Timesavers does the minutes for all of Victoria’s City Council and Planning Commission meetings.

         *Council approved a change order of $1,781 for the 2009 Lions Park neighborhood street and utility improvements for an emergency repair to the sanitary sewer main at Hwy 5 and Quamoclit.  Upon excavation of the sewer line, it was discovered the sewer line had been damaged by a contractor completing improvements to the gas main for Centerpoint Energy under a city right of way permit.  The city will pursue reimbursement from Centerpoint.

         *Council approved the independent contractor/professional service agreement for use of a Carver County Emergency Response vehicle by Victoria Fire Chief Tim Walsh, who is also the Carver County Emergency Services Officer.  For the past four years Tim utilizies the county’s emergency response vehicles for Victoria fire calls.

         *Council approved the purchase of a 2009 small equipment trailer from Lano Equipment in the amount of $7,500.  The trailer is used by the Victoria Public Works Department and Parks and Recreation Department for transporting small equipment.  The existing 1986 trailer did not meet MnDOT specifications.

         *Council approved the 2010 Contract for Police Services with the Carver County Sheriff’s Office.  Victoria’s total cost for police services was $295,079 in 2009.  It is projected to be $305,083 in 2010.  The cost includes one liaison corporal, two evening/nighttime patrol deputies, one community services officer (12 hours/week), one patrol vehicle, overtime contingency, and $2,100 for the South West Metro Drug Task Force.

         *Council accepted a donation of $250 from Gregory and Tiffany Mercuri for the Victoria Fire Department.
