MOST VICTORIA 2012 FEES UNCHANGED PURPOSE IS TO RECOUP COST AND EXPENSES On December 12th city council adopted the 2012 fee schedule for city services and licenses that are intended to reflect the cost of providing the service or license. One of the new fees is $35 for the delivery, use, and pickup of a set of city barricades for block parties and road closures. One of the fees that was increased is the SAC charge, which is the Sewer Availability Charge issued when a building permit is issued in the city. This is a one-time fee imposed by the Metropolitan Council on local governments for sewer capacity in the sewer system. It is collected by the city and passed on to property owners through the building permit process. The city dropped its $5 notary fee from $5 per document to $1. Several fees to be charged by the Victoria Fire Department in 2012 are being increased. For example, the per hour fee on a Fire Engine was increased from $130 to $205. The per hour fee on a tanker was increased from $55 to $160. The per hour fee on a Grass Fire Vehicle was increased from $55 to $115. As Administrator Don Uram later explained, "These fees are for the Fire Department's response to calls that involve nonresidents. Since residents pay for the Fire Department services through taxes, they do not get billed, or when an emergency occurs at a resident's house that involves company or family members. For example, in a crash on Highway 5 involving nonresidents, the Fire Department sends a bill to the persons involved in the crash and then it is turned into their insurance company for payment." Most fees charged by the City of Victoria in 2012 remain the same as in 2011.
VICTORIA LIFT STATIONS AREN’T CHEAP TO BUILD OR TO CLEAN AND MAINTAIN Council accepted the rehabilitation work on Lift Station No. 5 (located off Rolling Acres Road near Mount Olivet Rolling Acres) at a total cost of $92,580. Informed Administrator Don Uram, "The pumps, control panel, and mechanical piping were replaced. A new additional underground structure was constructed to store additional sewage in the event of a power outage. Contract for the work was awarded in July and the work was completed in November." The purpose of a lift station is to raise or lift sewage to a higher elevation where it can then flow downhill via gravity to the wastewater treatment plant facilities located in Shakopee. The work was done by CCS Contracting in St. Paul. The City of Victoria has 17 lift stations within 210,000 linear feet of sanitary sewer lines, all of which are cleaned on a semi-annual basis on a three-year cycle to prevent backups and failures. On December 12th, city councilmembers approved a contract with Empire Pipe Services of Mankato to clean its lift stations and sewer lines at a cost of approximately $40,000 per year. The two-year contract totals $81,980. As a point of clarification for the Gazette, Mr. Uram explained, "The city owns and operates all the local sewer lines and lift stations that serve properties within the city limits. These lines are commonly located under city streets. The local lines connect into the Regional Sanitary Sewer System which is owned and operated by the Metropolitan Council. Local sewer lines are typically constructed by either the City of Victoria or a developer as part of a new development. The developer then turns them over to the city for ownership and operation."
VICTORIA OKAYS 2012 POLICE CONTRACT A SIGNIFICANT DECREASE FROM 2011 COST Council approved the 2012 Contract for Police Services with the Carver County Sheriff's Department on December 12th at a cost of $293,542 to the City of Victoria. The contract for 2011 was $307,017. The services include one liaison corporal ($83,135), two patrol deputies from 6 p.m. to 6 a.m. ($175,134), a community services officer 12 hours per week ($16,673), one patrol vehicle ($13,000), SouthWest Metro Drug Task Force ($2,100), and overtime contingency ($3,500). Sheriff Jim Olson had written to the city that there was a decrease in cost stemming from deletion of the Police Contract Assistant position. "This change, combined with other decreases in overhead costs, has significantly reduced the overall cost of the Police Services Contract when compared to the 2011 billable rate," he said. The city is invoiced on a quarterly basis beginning on or about March 1st.
