VICTORIA ACCEPTS BID OF $626,536 TO IMPROVE 86TH STREET FROM RHOY TO KOCHIA Low bid on the project came from Minger Construction of Chanhassen. Said City Engineer Cara Geheren, "We're worked quite a bit with them in the past. We're recommending the project be awarded to them. Construction is scheduled to begin as soon as possible. It likely will begin in mid July with completion in September. Landscaping won't be completed until next year. Approximately $500,000 will be funded through the city's State Aid Account from gas tax distributions." Total project cost with all fees is estimated at $862,310. Administrator Don Uram informed that the rest of the dollars will come from a cash balance on 2009 street projects due to a deed grant and below budget costs. The project includes a 28-foot wide street, concrete curb and gutter, draintile, new stormsewer system, plus a trail 8.5 feet wide along the north side of 86th Street that connects existing trail at Co. Rd. 11 to existing trail at Kochia Lane. Councilmember Kim Roden pointed out the $90,000 discrepancy between high and low bids. Stated the city engineer, "Our understanding is that Minge really wanted this project."
PUBLIC WORKS GETS A SUPERIOR BID TO MAINTAIN VICTORIA’S FOUR GENERATORS Councilmembers approved a generator maintenance agreement with Titan Energy Systems of Minnetonka at a cost of $8,841. The city has four generators to maintain. Three provide backup power for the Water Treatment Plant and associated Well #3. A fourth is backup for the sewer lift stations. All are available for emergency situations and power failures. Stated Councilmember Tom O'Connor, "I'm surprised about the disparity in bids. It raises a suspicion that there's something wrong with the bidding process. It raises a red flag. Ann, could you help me understand?" High bid was $19,609. Replied Ann Mahnke, Public Works Director, "We, the Public Works Department, put together a pretty specific RFP, that was submitted to the companies. We've reviewed the quotes. Everything was addressed by the companies. Some are large companies, some are smaller. All have come in to look at our facilities." "How did Titan Energy Systems react to the disparity?" asked Councilmember O'Connor. "We have not told them yet," replied Ann. "The contract hasn't been awarded yet." "Did you check references?" asked Mayor Mary Thun. Said Ann, "I've met personally with Titan representatives. I'm comfortable with them." Stated Councilmember O'Connor, "I trust your judgment and congratulate you on getting a superior bid." Councilmembers also approved a maintenance agreement for 70,000 linear feet of sanitary sewer lines and 17 lift stations. Cleaning of the sewer lines are on a three-year cycle. The City of Victoria has 210,000 linear feet of sanitary sewer lines. The 17 lift stations are cleaned twice a year. Low bid of $43,980 was received from Empire Pipe Services of Mankato. High bid was $56,140.
VICTORIA SELLS TINY PIECE OF PROPERTY NOT VALUABLE AS A STAND-ALONE LOT Councilmembers authorized the sale of 7,405 square feet of city-owned property It translates to about .17 acres and is valued at $2,500 by the Carver County Assessor. The unbuildable parcel was purchased many years ago by the City of Victoria for the potential extension of Virginia Drive, which will not be extended. Holly Kreft, Victoria Community Development Director, stated that $2,500 was used as a base bid, and that the adjacent five property owners were notified of the sale. Three bids were submitted, ranging from $2,611 to $3,733. "We chose the highest bid," said Holly. "The parcel wasn't worth anything as a stand-alone lot." It was purchased by Harvey and Wendy Kornberg, who are interested in combining it with parcels they currently own to potentially construct a new home in the area.
