"We could eliminate review of specs by the council and go immediately to the bidding process," replied Brian. "A downside to that for us is that we need to do due diligence to look carefully at all of the bids." Asked Mayor Thun, "Do we always authorize a committee to prepare specs?" Replied City Administrator Don Uram, "The city actually authorizes the process. It's very common. The council authorizes them to go out for bids and there has to be an approval associated with that." Continued Mayor Thun, "I'm not comfortable agreeing to something before I've seen it. People can be turned down for a number of reasons entirely not associated with those six steps. It may be the economy. It may be we don't feel comfortable putting $75,000 into the budget this year or next year. We may cut that." "The question I'm grappling with here," said the mayor, " -- and I commend the Fire Department for providing information to us, but to think that we may authorize this because we see them before us five or six times does not mean it's going to be approved." "I've talked to a couple firefighters -- I just happened to be talking to them -- and this is a lot of work," continued the mayor, "and so I'm trying to figure out how to make this less work for them, when we could, at the end, say we're not doing this. My goal is less work for them and no pre-approval process." Administrator Uram noted that there are really only two steps, not six, and only one process. "Quite honestly," he said, "it's the Fire Department's responsibility if they want to proceed and it does take some effort. They understand there is no guarantee for approval and that things do change." Stated Mayor Thun, "I'm not disagreeing that they probably need another engine. I think they know what they want, and that's just my opinion, but they know! This is a problem in all levels of government. Let's get to the chase here, guys. Why are we doing things over and over? Just so the five of us sitting up here can nod our heads? How can we cut out crap? I think they know what they want so let's get it down on paper." Said Administrator Uram, "It would be hard for me to recommend going forward without seeing what they might put on paper. We have to know that what they want is available to bid." Said the mayor, "I don't like to think it's about satisfying the five of us up here. That $400,000 is a lot of money, especially in Victoria." Explained City Attorney Mike Norton, "It's a process and you certainly can try to continue some of the steps." Stated Councilmember Kim Roden, "It's my experience that committees do the heavy lifting. Maybe a recommendation from a committee to us is the way to go." "We have firefighters here taking time from their families tonight," said Mayor Thun. "They don't need to do that over and over." "Isn't this what we also do with streets, for example?" asked Councilmember Tom O'Connor. "If we're spending $400,000 don't we also want to see the specs and approve the specs?" Administrator Uram summarized the discussion of that June 13th evening: "No official action was taken in regard to the fire truck, but there was a general consensus by the council that a new truck was needed and they asked the Fire Department to prepare specifications for bidding purposes. Once completed we will be back in front of the council for authorization to go out for bid."
LOTSA LIQUOR LICENSES IN VICTORIA TIME FOR ANNUAL RENEWALS Council approved 16 liquor licenses in the City of Victoria with some businesses receiving two or three of them. Liquor licenses are issued on an annual basis. Background checks are completed by the Carver County Sheriff's Office prior to issuance. On-sale liquor licenses cost $3,300 in Victoria. They were issued to School of the Wise, Cuzzy's Victoria House, Deer Run Golf Club, Floyd's, Victoria Bar and Grill. Off-sale liquor licenses cost $310 in Victoria. They were issued to Hi-5 Liquors, Cuzzy's Victoria House, Floyd's, Victoria Bar and Grill, Crossroads Liquor. Sunday liquor licenses cost $200 and were issued to School of the Wise, Cuzzy's Victoria House, Deer Run Golf Club, Floyd's, Victoria Bar and Grill. A club liquor license cost $300 and was issued to the Victoria Lions Club. Temporary liquor licenses ($50) were approved for the City of Victoria on behalf of the Victoria Business Owners Association and Volksfest, for the Victoria Lions and their Tournament Weekend, and for the St. Victoria Catholic Church and their Sunset Fest. Mike Poppitz received a 3.2% license for Victoria Vics baseball games.
