*Jim Paulsen reported that the new ice rink at the Victoria Field House will be located on the west side of the existing rink and have seating for 800. “The design will demolish the Acorn House. There seems to be a dispute about replacing it ... This is a wonderful opportunity. Construction is scheduled to start in September. It will be a real addition to the city. On balance, there’s a lot of energy out there.” *Regarding discussion of levy limits at the state level, Kim Roden said, “Levy limits is the wrong decision. It’s an effort to take away an argument rather than find a solution. This community has been totally focused on keeping taxes flat. This also hits communities that don’t grow like crazy.” Countered Jim Paulsen, “Discipline is the order of the day.” *Eric Evanson, administrator of the Minnehaha Creek Watershed, reviewed history of the watershed with councilmembers May 22nd. “It’s a local unit of government ... 181 square miles in size ... Boundaries are based on natural hydrological areas ... It empties into Lake Minnetonka and the Mississippi River ... It has the ability to levy taxes ... It includes 29 cities and townships ... It has seven members on the board and 14 full time staff.” *Council approved the relocation of three electrical boxes at Bayview Drive at a cost of $19,011 because of poor siting and inability to adequately camouflage the boxes. *Mark Lund, a resident at Allegheny Grove, said he’s concerned about the relocation of parking and the playground equpment across from Allegheny, with the construction of a second sheet of ice at the Field House and the demolition of the Acorn House. *Council passed an ordinance whereby parking will not be allowed on streets less than 24 feed in width; parking will be allowed on one side of a street that is 24 to 28 feet wide; parking will be allowed on both sides of a street 29 feet or wider. Parking is not permitted in a cul de sac with an island; parking in cul de sacs without an island is allowed parallel to the curb. *Council approved construction plans and specifications and ordered advertisement for bids for the Baycliffe neighborhood area street, drainage, and utility improvements. “The biggest issue was the street width,” said City Engineer Cara Geheren. “The design team went through a lot of creativity. We were able to get the 24-foot street.” *Council approved the hiring of Leah Pyne, Simon Parcells, Alexandra Schumacher, and Emma Notermann for part time seasonal employment for the Field House and Park and Rec Department. *Council accepted donations for Summer Concerts in the Park: $150 from Mike Drazan of Drazan, Henke, and Associates; $100 from KleinBank; $25 from Carver County Commissioner Randy Maluchnik. *Council accepted a donation of $50 to the Victoria Fire Department from Residential Mortgage Group. |
