"We did go out for bids on the lawnmowers," said Mr. Uram, who asked Public Works Director Ann Manhke to report.

         "We did solicit bids for the lawnmowing service," said Ann.  "City staff can still do it more efficiently than going out to the private sector.  There's a savings of about $20,000.  This was also done in 2007."

         "I am responsible for putting everything on the consent agenda," said Mr. Uram.  "I'd like a threshold.  It's kind of hard.  What do you want to see?"

         "I want to see capital expenditures on the regular general agenda," replied Councilmember O'Connor. 

         "I support that," said Councilmember Crowley.  "Conditions change for capital expenditures.  Give us one last chance to review it."

         Summarized Mayor Thun, "The consensus is to put capital expenditures on the regular agenda.  We all have different levels of remembering and information, and I'd like you [Don Uram] to sit down with Tom Strigel and have a conversation about this."  Councilmember Strigel was on the Finance Committee last year and is experienced with capital equipment purchases.

         *Council appointed Administrator Don Uram as temporary City Treasurer until someone is hired to replace Jylan Johnson who resigned last month.

         *Council appointed Administrator Don Uram as program coordinator for the IMCA Retirement Corporation Deferred Compensation Plan, since the program was  previously staffed by Jylan Johnson.

         *Council authorized the Victoria Fire Department to apply for a grant from the Minnesota DNR to replace two existing radios.  The grant requires a 50% match; therefore -- since the cost of the project is $4,198 -- the Fire Department would contribute $2,099 from their equipment fund.

         *Council approved the promotion of Angela Rivera from the front desk position at the Victoria Recreation Center to the Customer Service Receptionist position at the Center. 

         *Council approved the purchase of a new permanent generator and a portable generator at a total cost of $54,174.  The permanent generator replaces a 1986 model at Well #3 and provides backup to the city's main water supply.  The '86 model would cost $36,000 in necessary upgrades.  The portable generator will assist the current portable generator in operating lift stations and preventing sewer backups in the event of an outage.  Low bid came from Titan Energy Systems.

         *Council approved the purchase of an Aera-Vator to provide turf maintenance in city parks, on soccer fields, baseball fields, and softball fields.  It is a multi-purpose piece of equipment used for aerating and over-seeding for stronger turf.  Low bid of $12,808 came from Waconia Farm Supply, Waconia, MN.

         *Council approved the purchase of a new 2012 Toro mower to assist in the mowing of the city's 176 acres of parkland and 24 miles of trails on a weekly basis.  This translates to about 5,600 acres this season.  Including the sale of a city mower to the Arboretum, total cost of the new mower will be $60,723.  Low bid came from MTI Distributing out of Brooklyn Center, MN.

         *Council approved a partnership with the City of Shorewood and the City of Tonka Bay to get the best deal in sealcoating and cracksealing in the City of Victoria's annual maintenance.  Low bid of $98,757 for sealcoating came from Allied Blacktop.  Low bid of $11,813 for cracksealing came from Bargen Incorporated, Mountain Lake, MN.  Those Victoria neighborhoods scheduled for the projects include Watermark South and East, the Gallery, Laketown, and Downtown.  The quotes are for only Victoria's share of the cost.

         *Council approved trail repairs and overlays in the City of Victoria at a cost of $17,775.  The trail on County Road 11 from 86th Street to County Road 18 has been deteriorating due to its age and needs repairs and a 2-inch bituminous overlay.  Low bid came from Plehal Blacktopping out of Shakopee, MN.

         *Council proclaimed Public Works Week to be May 20-26, 2012, in Victoria, in conjunction with the American Public Works Association sponsoring National Public Works Week across the nation.

         *Council accepted donations for Concerts in the Park:  $1,000 (Anonymous), MN Valley Electric ($100), Victoria Rose Floral ($100), FSI International ($100); Ridgeview Medical Center ($100), Victoria Lions Club ($500); For T-Ball and Coach Pitch:  Goddard School ($100), Elite Waste Disposal ($100), Kid Talk ($175), Southwest Eye Care ($100); For the Fire Dept:  Edmund and Holly O'Neill ($100).
