He said there are 16 cities, including Mound, a nonmember city of the LMCC, who have already approved the application for stimulus funding. Only Victoria and Long Lake have not yet approved it. He explained, “We’d set up a separate company from the LMCC for this. It would also eventually be a profit making company.” Councilmember Tom O’Connor pointed out that government hookup is first and then the residential areas. “I’d say it’s worth swinging the bat,” he said. “We’re being asked to champion the initial efforts to get this off the ground. At no point are we being asked to put in additional dollars?” he asked. “No,” replied Mr. Pryor. “I’m not prepared to move forward on this but maybe somebody else is,” said Councilmember Roden. Stated Mayor Mary Thun, “I would be comfortable with applying for funds only, not for right of ways. There’s a lot of stuff here.” Her motion to approve the LMCC applying for funding passed 4-1. Carver County Applies for Stimulus Dollars To construct fiber-to-public facilities network Along these same lines, Council voted 4-1 approving a resolution in support of Carver County’s application for economic stimulus funding for their fiber ring project and possible lateral extensions through Carver County, including Victoria. According to information, “The fiber will connect to county facilities, libraries, school district facilities, city buildings, and other important local government buildings through a public/private partnership. The City of Victoria will benefit from the fiber ring by reducing operating expenses, improving connectivity, and having an additional economic development asset in the community.” Asked Councilmember Kim Roden, “It looks like these two resolutions are related. Are they separate projects meant to link together?” Replied City Administrator Don Uram, “The county’s project has been going on for two years. This is supporting the application for federal stimulus funds. The LMCC piece came after our discussions with Carver County. We can connect down the road. We have a shovel-ready project with Carver County -- we can connect later this year or next year to that fiber backbone -- and we have a proposal from the LMCC.” He also explained, “We modified the county’s project to strictly serve public facilities. We’re not funding any portion of it. We’d be users of it.” Stated Councilmember Roden, “I still have a lot of questions about overlap and private entities providing the same services. It would not be my choice at this time.” She voted against the resolution.
SHORTER VICTORIA SCOOP FROM AUGUST MOMENT OF SILENCE TO HONOR BUD HIIVALA *Council observed a moment of silence in memory of Bud Hiivala who died August 14th. Bud served nearly 15 years on the Victoria Planning Commission. *Council approved the hiring of two new firefighters, Justin Jurek and Curtis Klint. The Victoria Fire Department is authorized to have up to 35 firefighters. Now they have 34. *Council accepted a $200 donation from Residential Mortgage Group for the Victoria Fire Department. *Council accepted $500 in donation from Mount Olivet Lutheran Church -- $250 for the Victoria Fire Department and $250 for the Concerts in the Park Series. *Council approved the application for a grant and student intern to be employed in the City of Victoria through a MN Government Finance Officers Association Internship Grant Program. The city’s Finance Department made the request for an intern for 20 hours/week for 12 weeks at $12/hour for a total of $2,880. The internship grant is a 50/50 matching grant of up to $3,000. *Council approved the 2009-2010 Fire Aid Agreement with Laketown Township where the City of Victoria provides fire protection to the township at their request. The fee to the city will be $16,514 for the new contract period. It is based on actual operating expenditures. *Said Don Uram on August 10th, “We had a lot of rain over the weekend. There was some construction damage on Quamoclit Street. We lost about 150 feet of curb. A lot of mud went sliding down into Vic’s Bar and Grill. Bruce and Tim were out early Saturday morning. The contractor helped clean out the mud that was inside the building. Repairs have been made. It probably sets us back a couple of days in regard to being ready for the Volksfest but things are moving along well.”
