         "At some point we've got to say I'm sorry and draw a line in the sand," said Councilmember Crowley.  "Plans change with more information."

         Regarding generation of cash, Administrator Uram stated, "That 13.5 acres is a fantastic piece.  It's just bad timing."

         "Of the properties we own, this is the guy," said Councilmember Crowley, referring to City Hall.   "Let's put it on the block and see what happens.  It might be a way to gather information."

Said the mayor, "I'm open to putting this building on the block.  We'd get a lot of flack from the community, like the Lions.  We need to be prepared to answer questions."

         "We're looking to find $156,000 to fund streets for 2012, correct?" asked Councilmember Jim Crowley.

         "Correct," replied the administrator.

         Councilmember Crowley suggested staff has to sharpen their pencils while Mayor Thun suggested the levy may have to be changed.

         Asked Councilmember Roden of staff, "What are you willing to sacrifice?  I see $110,000 in the budget for Undesignated.  How do I explain Undesignated to residents?"

         It was agreed, more or less, that each councilmember and perhaps each staff member would make a list of what they might be willing to drop from the proposed budget in order to fund the maintenance of city streets. 

         Councilmember Crowley asked that another budget meeting be scheduled at which time the lists would be presented.  That meeting was set up for Wednesday evening, August 31st, at 5 p.m. 

         Everyone was reminded that a preliminary levy must be adopted prior to September 15th.  Mayor Thun reminded councilmembers that they therefore need to give direction to staff prior to the September 12th city council meeting.

         Concluded Councilmember Roden, "I think this council will make the right choice at the right time."

 

SHORTER VICTORIA NEWS FROM AUGUST

NEW HOME PERMITS TO DATE IN 2011:  47

         *It was reported on August 8th that the City of Victoria has already issued 47 new home permits in 2011 -- a significant jump since the city budgeted for 40 new home permits for the entire year.  Said Administrator Don Uram, "We will certainly run out of lots ahead of time, and yet it's certainly encouraging."

         *Council approved the final payment request from Friedges Contracting of Lakeville for the 2010 street, drainage, and utility improvement in the Auburn Drive neighborhood.  Total contract amounted to $907,779 and is paid through assessments to benefitting property owners with 50% of street and drainage costs paid by the City of Victoria.

         *Council approved the total final contract amount of $169,374 from Wm Mueller and Sons for the improvements to Stieger Lake Lane and the Rose Street Parking Lot.  The one-year warranty period for the improvements began with final acceptance of the joint project on August 8th, 2011.

         *Council approved the annual cost of $2,459 for Simplex Grinnell of Plymouth to perform fire alarm and inspection ($1,001), sprinkler test and inspection ($964), and monitor the fire alarm panel at the Victoria Recreation Center ($494).  School District 112 picks up 70% of that cost; the City of Victoria picks up 30%.

         *Council approved the replacement of 42 gym lights at the Victoria Recreation Center by A1 Electric Service of Waconia at a cost of $9,810.  The entire fixtures will be replaced with a more energy efficient light.

         *Council accepted a donation of $187.50 from Paul and Angela Donna (Northland Securities) toward the city employee picnic.

         *Council approved a temporary liquor license for the Spirit of Fire fundraiser at Holy Family Catholic High School on November 5th.

         *Council approved a license agreement with Fred Baker for Tae Kwon Do services at the Victoria Recreation Center.

         *Council approved the Regional Trail Winter Use Permit with Three Rivers Park District for winter activities within city limits.  The city is responsible for maintenance of the trail from November 15th through March 31st, which includes snow plowing and trash removal.

         *Council accepted a donation of $500 from the Chaska Chanhassen United Soccer Club to be used for field paint on the City of Victoria soccer fields.

         *Council voted unanimously to adopt an ordinance that allows the City of Victoria to acquire emergency electrical inspections should the State of Minnesota shut down again.  Victoria contracts with the State for electrical inspections.  Stated Holly Kreft, Victoria's Community Development Director, "This allows the city to contract with an outside entity.  The state shutdown affected some property owners here." 

         Councilmember Jim Crowley stated that, in his request to remedy the situation, "I was just asking for flexibility, to have inspection at the city's discretion."  Such wording was added to the ordinance.
