         Hello, Sue.  We are having a ground breaking ceremony on Sunday, August 28th, at 9:00 a.m. on the property next to Waterbrooke Fellowship in Victoria.  It will be about a half hour event, and I will have someone taking photos.  This is finally happening!

         The equipment will begin the excavating on Tuesday, August 30th, and hopefully we will be moving in next spring.  I would like to send you a photo of the events.  Of course, you would certainly be welcome to join us if you like.

         Thank you again for the grand introduction you gave the Blessing House this spring.

         As we have previously reported, the MN State Legislature this year repealed the existing Market Value Homestead Credit and restructured the program to a "value exclusion" program effective in 2012.

         The exclusion will be computed in a manner similar to the current MVHC.  However, the effect of the new program will vary from city to city, depending on a city's tax base and local tax rate.  For 2012, the new market value exclusion will mean that each city's tax base will be reduced.  The tax rate would need to be increased to obtain the same amount of levy.

         What this means is that although qualifying properties will continue to see a reduction in market value, the state will no longer be reimbursing for these reductions in the form of a "credit," but instead the cost will be absorbed by shifting taxes among properties in a jurisdiction.  This will mean a savings to state coffers of $261 million.

         The new program will also have other impacts on cash flow, levy limits, and TIF districts.  Metro Cities has been working with LMC and MN Department of Revenue staff to determine the impacts of the changes and an understanding of the differences in interpretation of the statutes that govern the new program.  The Departments of Revenue and House Research have published fact sheets on the new law.

         I just finished reading your latest Gazette and I want to tell you (again) that I never cease to be astonished and admire the quality you put into it -- humor, too.  I've passed on your story of the Swede shooting the cat.  The people of Victoria may not realize it, but you are keeping Christian culture alive not only in your area but also among the many people to whom you send the Gazette.  More power to you, and blessings.  My best to Allan, Mary, and Julianne.  I have Liz in my prayers.

To the Editor:

         Full closures of Hwy 5 are planned for 2012.  If you travel between Victoria and Chanhassen, you'll definitely want to attend this Open House.

         We'll have project leaders on hand with a full sized project layout to answer your questions about construction, road closures, and detour routes.  You'll be able to ask questions about access to homes and businesses, give feedback to the engineers and designers developing the project, and take home project information.  You'll also learn how you can interact with the project to keep informed while construction is underway.      

         This is the best chance to provide feedback in an Open House setting before plans are finalized.  The Open House will be held Thursday, September 15th, from 4 p.m. to 6 p.m. at Victoria City Hall.
