Commented Councilmember Kim Roden, “It’s my recollection that the Victoria Business Development Committee wanted to get Co. Rd. 18 moving forward.”
March 22nd City Engineer Cara Geheren gave councilmembers an overview of the County Road 18 project that lies outside of Victoria, the piece from Bavaria Road east to Trunk Highway 41. “It’s a similar process as for Highway 5,” she said. “They’re trying to assess right of way needs. That piece lies next to the Arboretum.” “County Road 18 is part of the county transportation plan,” said Cara. “It’s based on reports from the cities.” She said that all roads in Victoria are going to see more traffic -- state roads, county roads, city roads. “Their traffic is going to be two to five times greater in 2030 than it is today,” she said. “How the project would be funded wouldn’t be available until the alignment has been worked out. All the cities at the technical meeting today agreed that a study needed to be done.” Council voted 4-0 (Tim Amundsen absent) to support the development of County Road #18. “Where is Chaska on this?” asked Councilmember Paulsen. “Years ago Chaska had a very low density ring along the Victoria border. How do you do that and then build and pay for a road through there?” “I talked to the city manager at Chaska,” replied Mr. Uram. “I believe the road is not their number one priority. They’ve got other issues.” Asked Councilmember O’Connor, “What happens if we support this and Chanhassen supports this and the Arboretum supports this, and Chaska says they won’t help pay?” Stated the city engineer, “This is only a step, a step before the feasibility study. It does have a shelf life. It’s not wasted money.”
SHORTER SCOOP FROM MARCH VICTORIA STILL GOOD MARKET FOR NEW HOMES *Don Uram reported that building permits for new homes in Victoria for February 2010 were greater in number than in February 2008 or February 2009. What does that mean? “Victoria is still a good market,” he replied. On March 22nd he reported that number of new home permits to date in 2010 in Victoria is 16. *Council adopted a resolution approving the Wellness Services Agreement with Byrd Wellness Concepts for an amount not to exceed $2,400. “The purpose for adding a wellness program is to empower the employee with information, tools, and support they need to take charge of their health. Program topics include weight management, stress management, smoking cessation, and ergonomics. It includes a monthly newsletter, four onsite seminars, individual health risk assessments, and personal coaching.” *Council approved the purchase of a new HP computer and software for the Victoia Fire Department Communications room for a total cost of $1,031. It replaces an eight-year old computer which is having function and speed issues. *Council adopted a resolution supporting efforts of the Southwest Corridor Transportation Coalition as it seeks federal funding for Hwy 5 and Hwy 212 to improve the safety and quality of transportation in Carver County. *Council accepted an anonymous donation of $100 to the Victoria Fire Department and a donation of $50 from Bruce and Andrea Grant to the Victoria Fire Department. *Council approved a four-year lease agreement with Pitney Bowes for a postage machine. Annual cost is $590 compared to $1,471 last year. The volume of postage decreased due to outsourcing of utility bills so a smaller machine could be leased. *Council approved the water obstacle permit for the Schutz Lake Skiers Association for 2010. The city has not received any complaint regarding its operation over the past seven summers. *Council approved workers compensation coverage for elected city officials. Annual premium is $35. *Council approved performance agreements for several bands as part of the 2010 Concerts in the Park Series. The Wednesday evening concerts begin July 14th and run through August 18th. *Council approved a joint powers agreement with the cities of Chanhassen, Mayer, Cologne, and Waconia for street maintenance in 2010. Victoria streets to be sealcoated include South Lake Virginia Shores, Tamarack Trail, Lilac Lane, and 80th Street. *Council approved the hiring of Kristine Anderson for the daycare/front desk position at the Victoria Recreation Center, and Scott Craig as personal trainer for the Boot Camp program at the Center. *Council approved a six-month extension for development at the Creamery site. Stated Jim Paulsen, “It’s very hard for us to plan without knowing what’s going to happen there.” |
