CONSIDERING A BIKE RACE IN VICTORIA AND POSSIBLE ROUTE FOR A SPRING EVENT Blayne Puklich, owner of Exel Cycles in Excelsior, spoke to city councilmembers March 8th about the potential of a bike race in Victoria this spring, maybe in June. He had been previously visited at the Excelsior shop by Councilmember Jim Paulsen who supports such an event. Said Mr. Puklich, “We’ve been open almost five years now in Excelsior. Jim came by about three weeks ago and suggested this bike event and I said it looks like a pretty darn good idea. The idea is to include the Community Center, which has parking and is a phenomenal facility. We’re proposing a circuit race, which is also fun to watch. We could have two races going on at the same time, with may 200 to 250 racers total, not all at the same time.” His proposed route begins at the Victoria Recreation Center and heads to County Road 11, then south and east around to County Road 43, and back up to the Center. Proposed route is 9.3 miles. “It’s a start,” said Councilmember Paulsen. “Maybe we’ll have a ride here some day and provide exposure to our downtown businesses.” “Maybe we’d have more of a recreational ride next year,” said Mr. Puklich. “There are all kinds of categories for racing, from ordinary citizens to folks on the professional level. The event depend on volunteers. First we need to nail down a schedule and a route. It doesn’t require a lot of effort.” Ann Mahnke, Victoria’s Park & Recreation Director, will be consulted to help work things out. Councilmember Jim Paulsen has suggested that the goal could be a series of races throughout the summers in Victoria.
TRACKING SPEEDS ON 86TH STREET VICTORIA COUNCILMEMBERS TRY EVERYTHING Mayor Mary Thun asked on March 8th about the speed trailer that was positioned on 86th Street for a time last month. Nearby residents have expressed concern about the speed and safety of the road, which is being reconstructed in 2011. “It was only up a day and a half,” said Admdinistrator Don Uram. “There were issues.” He said during that short time, however, there were some results: 92% of speeds measured under 39 mph, and 74% of speeds measured under 34 mph. Speed limit on the road is 30 mph. Stated Mayor Thun, “I recommend we beg Chanhassen to use their speed trailer to get it back here for a week.” On March 22nd, Administrator Uram reported he learned that speed trailers are very sensitive to weather conditions, including below zero weather and rain, which cause them to malfunction. In February, councilmembers also approved the purchase of two permanent variable speed display signs for the road.
LOOKING AT TERM LIMITS FOR CITY COMMITTEES AND COMMISSIONS City Administrator Don Uram reported that virtually all of those who applied for appointments or re-appointments to the various city committees and commissions were appointed. He explained that applicants were down in number this year compared to previous years. Appointments to the Business Development Committee are David Baston, Terry Hatman, Robert Henry, Jim Lahl, John Randy Miller, and Shirley Zachman.Appointments to the Senior Commission are Tari Clay, Dan McInerny, and Jerry Schmieg. Appointments to the Planning Commission: Jeffrey Loescshen and Michelle Siegert. Appointment to the Park and Recreation Committee: Emily Rathjen. These terms begin April 1st, 2010, and conclude March 31st, 2012. Many were re-appointments. Asked Mayor Mary Thun, “Were term limits discussed?” Mr. Uram said that two-term limits were recommended. Stated either Mayor Thun or Councilmember Jim Paulsen, “Before we get serious about term limits, we better define how many members can be on each committee.” There was particular reference to the Business Development Committee, whose membership numbers have continued to fluctuate.
