RAISING SALARIES 3%

FOR CITY OF VICTORIA EMPLOYEES

Council approved a resolution that updates the City of Victoria Compensation Plan.  As reported by Administrator Don Uram, the Personnel Committee recommended a 3% raise for city employees.  “This is based on performance evaluation and review of other cities’ packages,” he said.  “Fifty-six percent of the communities are recommending a 3% raise.  That’s what we’re recommending.”

         The Personnel Committee consists of the city administrator, the mayor, and one other councilmember.

         Stated Councilmember Kim Roden, “I’m struck by the number of companies not doing merit increases this year,” and added, “but we have a number of requirements to meet  as a public body.”

 

NEW REBATE PROGRAM IN VICTORIA

FOR INSTALLING WATER EFFICIENT APPLIANCES

         “We’re really excited about this,” stated Finance Director Jylan Johnson.  “We were asked to do a little investigation into a water efficiency rebate program.  We are budgeting $5,000 for our program.”

         Council voted unanimously on December 11th to approve the Water-Efficient Appliance Rebate Program.  The city will rebate $100 to residents for the purchase of an Energy-Star water efficient washing machine or dishwasher.  The city will rebate up to $50 for the replacement of a toilet that was installed prior to 1993. 

         Jylan said that residents need to complete an application for the rebates and that further details will be included to residents along with the January utility billing.  Funds will be distributed on a first-come, first-served basis.

EIGHT YEARS A VICTORIA CITY COUNCILMEMBER

         *Said Richard Tieden on December 11th, 2008, to fellow city councilmembers,  “It’s been an honor to work with you.  I’ll miss you.  Certainly there’s no King of Victoria.  I wish to note that there was never a time that Victoria wasn’t number one for the councilmembers.”  Richard was first elected to the Victoria City Council in November of 2000.  This past November he was defeated for reelection. 

         *Council accepted the following donations:  $300 from Mount Olivet Rolling Acres to the City of Victoria; $150 from the Wintergreen Association, $150 from Thomas and Susan Gray, and $300 from Charles and Denise Warta to the Victoria Fire Department.

         *Council approved the request of the Victoria Fire Department to sell some equipment on consignment at Digger’s Polaris  (estimated sale value of $8,500) and to purchase a 2009 Polaris Ranger 6x6 ATV (at a cost of $10,823).

         *Council approved the hiring of Chip Peglow and Jim Wilson as part time seasonal employees at the Field House and Park and Rec Department.

         *Said Councilmember Tim Amundsen on December 1st, if the Village Hall were to be demolished, “We can help the Lions in providing a place to meet.  Without them we wouldn’t have half the facilities we do.”

         *Council approved the hiring of four new Victoria firefighters:  Corey Muonia, Steve Hardek, Bryan Pyne, and Jason Hesse.  The basic firefighter position is paid $8.24 per hour per call/duty.  Firefighters have the opportunity to expand their training into specialized areas based upon interest.  The Victoria Fire Department is authorized to have up to 35 members.  Currently there are 28 firefighters.

         *Council gave the Victoria Fire Department permission to apply for a Metropolitan Emergency Services Board 20% Matching Grant to upgrade seven of the Department’s radios, purchase a mobile radio for the Chief’s vehicle, and purchase a reconditioning charger.  Since the grant requires a 20% match, the Department would need to expend $6,168 from its equipment fund, which is funded by the City of Victoria with $75,000 per year.

         *Council approved the request of the Victoria Fire Relief Association to conduct a lawful gambling raffle in conjunction with the upcoming Ice Fishing Contest on Stieger Lake.

         *Council authorized the sale and disposal of public works equipment on the open market including two 100-horse motors, well casing and drive line, well pump, used electrical boxes, also an old pickup, blacktop paver, blacktop roller, a V-snowplow that is over 30 years old, five furnaces from old buildings on the former Eklo (Diethelm Park) property, two light poles, miscellaneous concrete blocks.  Staff said all of the above will sell for under $10,000.

         *Council approved the 2009 Contract for Police Services with the Carver County Sheriff’s Department at a cost of $295,079.  Last year at this time, the 2008 Police Contract totaled $280,604.  The Contract for 2009 includes a Liaison Corporal for the City of Victoria, two patrol deputies plus some night duty, patrol vehicle, a Community Service Officer at 12 hours/week, as well as cost for drug task force and overtime contingency.

         *Council accepted an $1,800 donation to the Victoria Fire Department from the Minnesota Valley Electric Trust/Operation Round-Up Board of Directors.  The money will be used to purchase a portable ventilation electric fan.  The donation is made possible by the cooperative’s members who have opted to have their electric bills rounded up and, in turn help their neighbors and communities.
