WHERE IN THE WORLD IS VICTORIA? DIFFICULT TO KNOW IF YOU’RE ON HWY 212 On May 10th Council approved a resolution requesting that a directional sign for Victoria be placed on Hwy 212 at the Engler Boulevard intersection. Engler Boulevard is also County Road 10. It was reviewed with Council that a letter was sent to MnDOT in January making the request, and that it was denied because the City of Victoria is not located directly on the intersecting roadway. But as the resolution states, the City of Victoria is connected to Hwy 212 via County Road 11 to County Road 10. Area residents use the 10-11 connection as a fast and safe way to access Victoria’s homes and businesses. The regional importance of Hwy 212 impacts Victoria’s economic development growth. Hwy 5 through Victoria continues to be overcapacity and is not planned for expansion in the foreseeable future. Subsequently, letters of support for a directional sign to Victoria were solicited from local businesses, the Southwest Metro Chamber of Commerce, legislators, Carver County Commissioner Randy Maluchnik, and schools. A meeting of the External Sign Variance Committee, which is comprised of non-MnDOT business representatives, was held on May 24th with city staff and Mayor Thun in attendance. As Mayor Thun said on May 10th, “It’s ridiculous. I still have to attend a meeting trying to get a single sign telling people where Victoria is.” *** Mayor Thun reported on the May 24th meeting as follows: “Don Uram, Holly Kreft, Jim Crowley, who is the chair of the Victoria Business Development Committee, and I attended the meeting on Monday morning, May 24th, at the MnDOT facility located in Golden Valley. “The External Sign Variance Committee was made up of about eight at-large public representatives and about four non-voting MnDOT staff. Holly had prepared and presented a very thorough package with compelling information about why there should be directional signs to Victoria located on Hwy 212. “I presented, what I believe are, substantial and compelling reasons why directional signs to Victoria are needed, which included ease of residents coming and going from Victoria, growth in the orderly annexation area, and directing people to our business area. “The committee asked some good questions, which we were able to answer. We were then excused from the meeting and they presumably voted and made a recommendation which is, as we understand it, forwarded to MnDOT’s Commissioner. We expect to receive official word of the decision within the next month or so.”
PREPARING FOR A LONG HOT SUMMER IN THE AUBURN NEIGHBORHOOD OF VICTORIA Council adopted a resolution on May 24th approving construction plans and specifications and ordering advertisement for bids for the improvement project this summer at the Auburn Drive neighborhood. The project includes the reconstruction of streets, the installation of new storm sewer, draintile, concrete curb and gutter, and a new pavement system. Also, watermain will be extended including fire hydrants and service stubs. The neighborhood’s current sanitary sewer system will be replaced. A new lift station will be constructed and the existing septic tanks will be removed. Stated City Engineer Cara Geheren, “In terms of sanitary sewer systems, this is the most extensive work the city has ever done.” She said the neighbors felt it was important to keep open the service road that runs parallel to Hwy 5 since it provides circulation of traffic for everyone, including garbage haulers and school buses. This road section will be constructed to only a 20-foot width, however, and parking will not be allowed on either side. Cara said that alternate bids will be included for an extension piece to Thornberry Curve, located north of Highway 7 in Victoria, as well as a trail connection at Diethelm Park near the Victoria Recreation Center. “At this point, we’ll only be getting the pricing for it,” she said. She said bids would be opened on June 21st with council accepting bids and awarding the contract on June 28th. Contract work is expected to being in July of 2010 with final completion in August of the following year.
