It was reported that current needs at the Victoria Recreation Center include boiler/hot water replacement ($12,500), install car-top railing system to protect from falls ($1,000), power factor reducer ($13,500), security system and cameras ($4,000), and sealcoating and striping of parking lot ($17,500).  Future needs include a backup generator for peak and off-peak usage.

         Citizen members of the committee will serve for one year.  Other members will serve according to their term in office.

 

THE NEW ROSE STREET PARKING LOT

IN DOWNTOWN VICTORIA BEFORE JULY 4TH

         Sometime before July 4th, 2011, the City of Victoria should have 48 newly paved public parking spaces -- at least for five years -- as a result of a license agreement among the city, Rick and Lois Plocher (private owners of Floyd's), and Judy Kaaua (private owner of the Post Office property).  The three graveled properties lie next to each other on Rose Street next to City Hall.

         Dr. David Dungey's parking lot is also part of this agreement, but he will be responsible for 100% of the cost of paving his lot because it will not be made available for public parking.  It is small and located in a confined area.

         The agreement was the result of many hours of dialogue and negotiation spearheaded by City Administrator Don Uram.  Floyd's is contributing 22 spaces, the Post Office 10, and the City of Victoria 16.  The city's spaces became available when the Kirsch Warehouse was purchased by the city and demolished last summer.

         Stated Administrator Uram, "Everyone felt it beneficial to work on a joint plan.  Any of the parties can terminate with 90 days notice."

         Total cost of paving the entire space is estimated at $80,916.  Total city contribution to the paving project:  $56,834.  Of the city's contribution, Mr. Uram said $13,000 is toward the Post Office space and $22,800 is toward Floyd's space. 

         "Clearly this is a global solution," said Councilmember Kim Roden, "but five years comes and goes pretty quickly."

         "What happens at the end of five years?" asked Councilmember Jim Crowley.  "What about an automated renewal?"

         Replied Administrator Uram, "I would suspect Floyd's would not be interested in an automated renewal.  Unfortunately, I didn't take that into consideration.  If things are working, I see Judy [Kaaua] as a willing partner."

         As for continuing maintenance, said Mr. Uram, " parties will participate in snowplowing according to square footage."

         "This is a significant improvement to downtown Victoria public parking," he said.

         Agreed Councilmember Crowley, "Having enough parking is like the number one issue of Victoria businesses."

         Stated City Attorney Mike Norton, "We should know in a few months if this is working or not.  A license was a better deal than a lease.  A license is not looked upon as being perpetual.  There is a lot of benefit working together on this.  We really can't get more permanency at this time.  We may not want permanency."

         Said Councilmember Tom Strigel, "I think this is a great project and a most visible improvement."

         City Engineer Cara Geheren said the city went through a bidding process for construction of the parking lot as well as the street improvements to Stieger Lake Lane.   Stieger Lake is being improved to accommodate the anticipated increase in traffic next summer when Hwy 5 is closed for major work.

         "It is not reconstruction on Stieger," clarified the city engineer.  "There will not be curb and gutter and not a storm sewer system."

         Six bids were received.  Wm Mueller & Sons had low bid of $129,800 on Stieger Lake Lane and $57,346 on the parking lot.  These are construction costs, said Cara.  Actual total cost will be $177,000 and $81,000, respectively.  Both projects will be completed before July 4th.  "I don't anticipate a significant impact to businesses," said Cara.  It should be done pretty fast.

         Mayor Mary Thun thanked Administrator Uram for his efforts and success in getting the parking lot agreement.  "Don, I know you gave this a lot of work," she said, "because you've talked about it ad nauseum."

         How is the City of Victoria paying for the two projects?  By transferring $330,000 from Tax Increment Financing District #1 and #3.  The leftover will be payment of an interfund loan.
