*Council approved the 2030 Comprehensive Plan Update for the City of Victoria. According to a memorandum from the Metropolitan Council, “It is each local community’s responsibility as part of its preparation of a comprehensive plan to determine how it will implement its plan, and what the cost implications are to that community ... The Metropolitan Council reviews local water management plans and provides comments. The Watershed Districts/Watershed Management Organizations have approval authority over the local water management plans; the [Metropolitan] Council does not.” *Council adopted the Certification of the Water Supply Plan, which TKDA was authorized to prepare and is required for the City of Victoria to receive a Water Appropriation Permit from the DNR. The Plan should satisfy the city’s water demand for the next 10 years. The DNR has pre-approved future well #5 for Victoria which will not be needed until the city has an approximate population of 15,000 which is estimated for the year 2016. It is a new requirement from the DNR that communities be responsible for the monitoring of wells and aquifers. The goal is to ensure that communities are not depleting water supplies and are encouraging water conservation measure. *Jim Paulsen reported that the City of Rogers sent funds to support lobbyists in its quest for road improvements. *Tim Amundsen cautioned fellow councilmembers that overstatement of some sentiments regarding the safety at 86th Street may be cause for more problems than the city council’s failure to act aggressively. “There are people who don’t show up at council meetings who also have strong sentiments,” he said. *Mayor Thun said that the estimated cost for the Environmental Assessment for improvements to Hwy 5 are estimated at $790,000. To put that into perspective, she reported that the right of way acquisition for Hwy 212 from Carver to Cologne is $2.4 million with a total project cost, including right of way, at $69 million |
