SHORTER SCOOP

         *Council accepted $300 from Mount Olivet Rolling Acres.  As Executive Director Bruce Torgerson wrote, “This is a voluntary payment in lieu of taxes for city services.  We appreciate being a member of the community and want to quantify our participation.”

         *City Administrator Don Uram pointed out there has been a reduction in engineering fees in the city's general fund, because of "work our existing staff is doing and we're not developing as we used to.  There has been a 46% decrease in overall fees from 2009 to 2010."

         *Council authorized sending four Victoria firefighters to the annual Fire Department Instructors Conference in Indianapolis, Indiana, for three days in March.  Topics of interest at the conference include fire apparatus, financing of fire apparatus, thermal imaging cameras, grant opportunities, firefighter tools, safety, accountability boards, and other topics.  Cost including travel, lodging, and meals is $1,609.

         *Councilmember Jim Crowley reported that downtown Victoria businesses are very concerned about the marketing piece in getting prepared for the Highway 5 project in 2012.  "They want to move now," he said.  "They want patterns to get established now."

         *Victoria City Administrator Don Uram and Holly Kreft, Victoria Community Development Director, testified Tuesday morning, March 1st, to the Minnesota Senate Tax Committee in regard to Tax Increment Financing with an eye toward marketing the city's 13.5 acres ready to be developed and embraced as part of the Central Business District of the City of Victoria.  Senator Julianne Ortman of Chanhassen is the chair of that Senate Committee.
