To Senator Al Franken: Much of the above letter with this exception: “If granted, the $2.4 million request for Highway 212 will allow the expansion project on this highway to continue.” [As Mayor Thun reported, “Each senator can request whatever amount they wish. That’s why there is the difference in amounts in the letters to Senator Klobuchar and Senator Franken.] *** Construction for improvements to Highway 5 is targeted to begin in 2012 and basically involves an overlay, but also other improvements. As City Engineer Cara Geheren has reported, there will be reconstruction of Highway 5 in the soil settlement area near HEI in Victoria, turn lane improvements at Park Drive, turn lane improvements at Minnewashta Parkway, and a pedestrian/bicycle underpass at Minnewashta Parkway. Travelers on Hwy 5 will experience two closures during that construction season of 2012 -- near the sinkhole at HEI and at the bridge on the west end of town. The “second piece” of Highway 5 improvements will eventually include the expansion of the corridor to four lanes.
SHORTER CITY SCOOP FROM APRIL HOPING TO ESTABLISH 86TH AS STATE AID ROAD *Council approved a Hawker License for Jose Perez, proprietor of Pepes Ice Cream, to sell ice cream novelty treats from his truck this summer in Victoria. *Council authorized sending four Victoria firefighters to the Fire Department Instructors Conference in Indianapolis, Indiana, April 21st-24th. The conference provides education on fire apparatus, financing, thermal imaging cameras, grant opportunities, firefighter tools, safety, training, and accountability boards. Cost of the conference, travel, lodging, and meals is $2,500. *Council authorized the Victoria Fire Department to submit an application to CenterPoint Energy for a 50% matching grant that would be used to purchase turnout gear for the Fire Department. *Council accepted donations of $50 from Salon Spatoria, pizza from Party Pizza, and $100 from Rising Star Dance Academy for Summer Concerts in the Park. Council accepted $125 from Kid Talk Inc. for T-Ball and Coach Pitch programs. *Council accepted the following donations to the city’s T-Ball and/or Coach Pitch program: $100 from ALR Properties, $100 from the Goddard School, $150 from Chaska Dental Center, $100 from Elite Waste Disposal, $100 from MN Valley Electric. *Council accepted donations of $250 from Victoria Care Center and $700 from Community Living to the Victoria Fire Department, and an anonymous donation of $1,000 to Concerts in the Park. *Council approved a license agreement for Luke and Janis Runka to provide youth sport camps for the Victoria Parks and Recreation summer programs. The city will be responsible for collecting fees from each participant and will receive 20% of all fees. *Council approved the hiring of Kelly Kohls and Marnie Daugaard for a front desk position at the Victoria Recreation Center. *Council approved a variance for Peter and Jennifer Boorsma for their property located at 960 - 78th Street in order to construct an attached garage and addition to the home. The Planning Commission agreed the variant setbacks would not be detrimental to neighboring properties. *Aaron Nielsen, the city’s auditor, presented a summary of the Audited Annual Financial Report for the City of Victoria for 2009 at the April 26th city council meeting. He reported “an unqualified clean opinion, exactly what you’re looking for, with no material weaknesses.” Council approved the report. *Council approved a Joint Powers Agreement between the Carver County Library and the City of Victoria by which the city gets a library kiosk at the Victoria Recreation Center. It is an electronic self service library kiosk at which the city provides internet service, electricity, and cleaning around the equipment. The county purchases the kiosk, pays for its installation and operation, repair, and maintenance, as well as library services. *Council approved a one-day temporary liquor license for Raising Our Celiac Kids Charity Walk/Run event at the Holy Family Catholic High School on May 15th. *Council approved an on-sale one-day temporary liquor license for the Victoria Business Owners Association for the Victoria Volksfest on Saturday, August 28th. *Council approved an exempt gambling permit for the Victoria Business Owners Association to conduct a lawful gambling raffle and have bingo games at the Victoria Volksfest on August 28th. *Council adopted a resolution that establishes 86th Street (from County Road 11 east to Bavaria Road) as a Municipal State Aid Street. This allows the City of Victoria to use available state aid funds to help fund the cost of planned improvements.
