         Then he identified three key decision drivers.  1)  Need for aa universal apparatus.  "Most calls are for medical reasons," said Brian.  "This would be a fourth unit that could respond to medicals.  There isn't any call that we couldn't take this to."  2)  Need to comply with NFPA.  "We need a secondary water supply for the safety of firefighters," he said.  3) Need to keep age of current equipment in mind.  "We're trying to get a 30-year lifespan out of our equipment," he said.  "Some of our equipment is entering the last third of their expected life.  We've got 1979 to 1991 vehicles that we're working to get replaced or refurbished."

         "NFPA requirements drive up costs," continued Brian.  It stands for National Fire Protection Association.  "Also, steel is the number one component of the vehicle so material is a big part of the cost."

       Goal for 2012 is to refurbish Engine #11.

         Goal for 2017 is to purchase a new Quint Pumper and retire Engine #12.  "The Quint has a small ladder on top," said Brian.  "It can fight fires or suppress fires more efficiently with our multi-story buildings."  The Quint can handle fires in four to five-story buildings such as the Stieger Lake Condominiums.

         Goal for 2021 is to purchase a new Light Rescue vehicle and retire Rescue #11.

         Goal for 2025 is to purchase a new Rescue Pumper and retire Engine #11.

         Responding to questions from councilmembers, it was learned that NFPA is a guideline and not a requirement, that the fire departments in the cities of Chaska, Chanhassen, and Waconia each have three engines, that smaller cities further west each have two engines.

         The next step would be to develop truck specifications, said Brian.  "We'd like to get that going rapidly.  It's very time consuming.  We would like to place an order by late summer."

         Councilmember Kim Roden said she would like to see a map of Carver County  that would identify where all of the various cities' fire stations are located and what kind of equipment is located at each of those stations.

         Councilmembers left the Community Room at the Victoria Fire Station at 6:15 p.m. to call the 6:30 p.m. regularly scheduled council meeting to order.  There was not further discussion that evening about the purchase of a new fire truck.

PUBLIC WORKS SUPT. BRUCE OSBORN RESIGNS

         *Council approved the Separation Agreement and Release of Claims upon the resignation of Bruce Osborn, a Public Works employee of the City of Victoria since October of 1993.  Bruce was the head of the Public Works Department for several years.  He resigned in order to pursue other career opportunities.

         *Council approved the appointment of Kim Roden to the Victoria Recreation Center Advisory Committee, which meets once or twice a year and also includes a representative of School District 112.

         *Council approved the Water Obstacle Permit for the Schutz Lake Skiers Association on Schutz Lake for 2011.  The council has routinely approved the request since 2002.  No complaints have been received for the past eight summers.
