SCOUTS ATTEND VICTORIA COUNCIL MEETING TO LEARN ABOUT CITIZENSHIP AND EARN BADGES Mayor Tom O'Connor announced April 8th that he had a special citation for the boy scouts of Troop 589, a group of boys that regularly meet at Mount Olivet Lutheran Church, West Campus, in Victoria. "It's a special tribute for some of us older people to see this spirit," said Mayor O'Connor. Cory Bach of Victoria has been Assistant Scoutmaster for about two years. Greg Hammer of Chaska is the current Scoutmaster. Mr. Bach, who attended with nine of his scouts, reported, "We have about 60 scouts in the troop. The boys at the council meeting are working on requirements for two different merit badges. Most of the boys are working on Citizenship in the Community." Specifically, the requirement is to "attend your local City Council meeting and choose one of the issues discussed at the meeting where a difference of opinions was expressed, and explain to your merit badge counselor why you agree with one opinion more than you do another .” Continued Mr. Bach, "The other merit badge some of the boys are working on is the Communications badge, which requires a boy to "attend a public meeting approved by your counselor where several points of view are given on a single issue. Practice active listening skills and take careful notes of each point of view. Present an objective report that includes all points of view that were expressed and share this with your counselor." He added, "Both of these merit badges are required in order for a scout to advance to the Eagle Rank, the highest rank in scouting." How did Mr. Bach come to bring troop members to Victoria that evening? "Most of the boys are Victoria residents and so this was 'their' city council. My two sons and I came to City Hall for another requirement and spoke with Jennifer Kretsch, Victoria City Clerk, who coordinated the flag ceremony with Mayor O'Connor. We had one boy from Eden Prairie and one from Chaska also attended for their Communications merit badge requirement." Troop 589 has been chartered by the Jonathan Association for almost 40 years.
FILLING VACANCIES ON CITY COMMITTEES AND COMMISSIONS Council held interviews with candidates for the Planning Commission and Park and Recreation Committee at a workshop on April 22nd and subsequently made appointments at the council meeting later that evening. Jeff Loeschen was reappointed and Ken Goulart was newly appointed unanimously to the Planning Commission. Kathy Endres and David Clayton were unanimously appointed to the Park and Rec Committee. A third candidate for Park and Rec, Jeff Recker, will be asked if he's interested in filling a vacancy on the Planning Commission. If interested, he gets the job. Said City Manager Don Uram, "That would not be inconsistent with what we've done historically." Said Councilmember Tom Strigel, "We've also had candidates in the past who have stepped forward and said, 'Put me where you need me.'" City Clerk Jennifer Kretsch reports that the Victoria for a Lifetime Committee (formerly Senior Commission) currently has eight members but can have up to 11 members. All other vacancies have been filled.
