THREE RIVERS BUYS NINE VICTORIA ACRES BOB HEDTKE’S FARM NOW PART OF THE PARK Said Gregg Hedtke on October 13th, “I thank you for approving this. It was my father and mother’s property. It was our family’s on both sides. It is the final closure of the Park acquiring all of our property.” Victoria city councilmembers had just adopted a resolution approving the sale of 8.89 acres located between Park Drive and Schutz Lake. According to MN State Statute, the Park District may not acquire real estate by purchase or condemnation which is located within the boundaries of an incorporated statutory city “unless the governing body of such statutory city consents thereto by resolution duly adopted.” The acreage abuts Carver Park Reserve, Schutz Lake, the Parkside neighborhood, and lies 120 feet from a section of the Park’s paved bike trail. The Dog Park is located just across Park Drive, about 600 feet from the property. Stated City Planner Holly Kreft, “It will serve as a buffer between a residential neighborhood and the Park.” Said Bob Carlson, Associate Superintendent for Administration of Three Rivers Park District, “We have a willing seller who approached the Park District. The property was identified on our Comprehensive Plan as an in-holding.” In-holdings are defined as parcels of land within the boundary of an approved master plan for a unit of Three Rivers Park District and which are not owned by the Park District. The property is one of the last in-holdings within Carver Park Reserve and is the last parcel in the eastern portion of the Park. The property was appraised at $890,000. Assessor’s estimate of value was $976,800. Purchase price was $922,500. The former Bob Hedtke home, built in the 1970’s, is located on the property. It has a septic system and private well. “A lot of the neighbors are wondering about the disposition of that home,” said Councilmember Kim Roden, a resident of the Parkside neighborhood and whose own property abuts Hedtke’s. “Have you any plans regarding it?” she asked. Replied Mr. Carlson, “We certainly would be amenable to it being a training site for the Fire Department. Once we get through the closing, we would look at our options.” Said Councilmember Roden, “I think the neighbors are excited that this land would be put into the Park District. I think there’s a lot of support for this being an addition to the Park.” She added, however, “We do have speed issues on Park Drive regarding the Dog Park. Anything you can do to help education the Dog Park users would certainly be useful. Otherwise, we love the Park.” City Administrator Don Uram brought up another project requiring cooperation between the City of Victoria and Three Rivers Park District. “We have been working diligently with the Park District to achieve some resolution in connecting downtown Victoria to the Lake Auburn Campground,” he said. “It’s taking a while. We think we’re making progress. We want a reasonable agreement that is reasonable for both parties. I believe an agreement is reachable.” As for approving the sale of the Hedtke property to Three Rivers prior to a trail agreement, the city administrator added, “I have no objection to this.”
