THE BLESSING HOUSE APPROVED FOR VICTORIA TO BE LOCATED ON LAKE WASSERMAN Council approved a conditional use permit for a planned unit development for Gail Berger to construct The Blessing House on property adjacent to Waterbrooke Fellowship on County Road 43 in Victoria. Ms. Berger currently operates The Blessing House in Waconia within a single family home. Stated Holly Kreft, Victoria Community Development Director, “This conditional use permit is only for the first phase of a project. It includes the main building, parking area, and the driveway. The structure would be the primary residence for the applicant plus a meeting space. It would have accessibility.” Holly said that there was no comment from the public at the recent Planning Commission meeting. The Planning Commission recommended approval with conditions to include access to sanitary sewer and submit an agreement with Waterbrooke Fellowship to allow for overflow parking. Water is available on the north side of County Road 43. Holly said that future plans call for cabins along the lake, and such plans would require application for an additional conditional use permit from the city. Mayor Mary Thun asked if there would be handicap accessibility to the lake and the dock, since there is a slope down to the lake. Replied Gail Berger, the applicant, “There’s not much of a slope at all. I just have to make sure the dock is wide enough for a wheelchair.” Clarified Mayor Thun, “We are allowing The Blessing House but not the cabins at this time. There is no guarantee that a new council will approve the cabins.” She referred to the fact that in January there will be a new city council. Tim Amundsen and Jim Paulsen are not seeking re-election. Tom Strigel and Jim Crowley are running for those seats in the upcoming election. “I understand that,” said Gail Berger. “This [project] should be a benefit for the city. I’ve jumped through a few hoops and I know there are a few more to go through.” “What I see happening is a buildup of homes around Lake Wasserman,” said Mayor Thun. “Will there be a walking path or trail at the lake?” Replied Holly Kreft, “A portion of the lake will not be built up.” “Upon Gail’s death, this will be deeded over to Waterbrooke,” stated Mayor Thun. “Should we have this stated in the conditions?” “An amendment would be required for that to happen,” said Holly. “How do we know this will indeed go to Waterbrooke?” asked the mayor. “She could change her mind or her relatives could contest it. This is a prime piece of property.” Holly repeated that an amendment would be required for a change to be made. Councilmember Tim Amundsen asked that the allowed maximum occupancy number be defined at the time of the building permit. That condition was added to the conditional use permit. Motion to approve passed 4-0. Councilmember Jim Paulsen was absent the night of September 13th. “Congratulations,” said Mayor Thun to Gail Berger. “Welcome to Victoria.” According to Holly Kreft, square footage of The Blessing House, excluding patios, garage, and porches, is 7,849. With those areas included, the footprint is 12,420 square feet. Grading is expected to begin this year and construction next year. Councilmember Kim Roden stated, “Either way we’ll have data gathering. That’s what I want to know, along with a timeline. I want to make sure the process is the same as it’s been before.” Councilmember Tim Amundsen said, “Virtually, this is not within our control since it’s a county road.” Agreed Mr. Uram, “We’d have to work with the county engineer on any recommendation.”
