SHORTER CITY SCOOP FROM SEPTEMBER

VOTE ON ELECTION TUESDAY, NOVEMBER 2ND

         *Election Tuesday is November 2nd, 2010.  Polls will open at 7 a.m. and close at 8 p.m.  The City of Victoria has two precincts.  Residents who live north of Hwy 5 vote at Precinct #1, City Hall, 7951 Rose Street.  Residents who live south of Hwy 5 vote at Precinct #2, Victoria Recreation Center, 8475 Kochia Lane.

         *Council agreed with the Finance Committee and staff recommendation to forego the time and expense of the RFP process and renew the city’s agreement with KleinBank for banking services for another three years because of benefits, offerings, and expanded customer service.

         *Council authorized winter use activities for the Three Rivers Regional Trail through Victoria include hiking, biking, cross-country skiing, snowshoeing, and walking.  The City of Victoria is responsible for maintenance of the trail from November 15th through March 31st.  This includes snow plowing and trash removal.

         *Council approved a license agreement for fitness instruction through Khrystenn Asariah at the Victoria Recreation Center.

         *Council approved maintenance agreements with Albers Mechanical for the heating, ventilating, and air conditioning units in city-owned buildings.  Annual cost is $2,280 (Fire Station), $2,148 (Water Treatment Plant), and $2,148 (City Hall).

         *Council approved the hiring of Jay Personius as a Basic Firefighter in the Victoria Fire Department.  The position is paid $8.24 per hour call of duty.  Cost for First Responder and Firefighter training courses totals $1,375 per firefighter.  The Victoria Fire Department now has 35 members, which is the authorized maximum number.

         *Ashlee Spieldenner was hired for the  daycare position at the Victoria Recreation Center.  Pay is $9 per hour.

         *Council accepted the following donations to the Victoria Fire Department:  Brian and Kelly Portratz ($100), Jack and Phyllis Jordan ($20), David and Amy Rochol ($100), Flamefighter Corp (two nozzles valued at $2,100).  Council accepted a dinner donation value of $80.60 to the Victoria Public Works Department.

         *Council held a hearing on September 27th and adopted the final assessment roll as previously reported for the Downtown Phase II Street Improvements.

         *Council approved a products and services agreement with CenturyLink.  Don Uram stated there will be an annual cost savings of $10,000 and that most of the credit for this savings to taxpayers goes to Clerk Jennifer Kretsch.  Said Mr. Uram, “The whole phone thing is complicated and there are a lot of tricks in the trade.”

         *Council followed staff recommendation and voted unanimously to forego the RFP process for legal services in 2010.  Stated Mr. Uram, “Mike has been here since 2003.  He has experience and knowledge of city workings.”  Stated Councilmember Roden, “I concur, and I don’t do that lightly.  Kennedy and Graven is a premier firm.”  The Personnel Committee also recommended this move.  Mike Norton, the city’s attorney with Kennedy and Graven, stated, “Thank you.  If we get to a point where we don’t need to improve, we shouldn’t be doing this.”

         *In updating Council on the soccer fields, Mr. Uram stated there have been meetings with contractor, architect, attorneys for the bonding company.  “Clearly the specifications of the contract were not met,” he said.  “Our understanding is that the contractor and bonding company are no longer in business.”

         *Don Uram reported that it is not possible at this point to relocate 86th Street to the south, that Victoria will not be able to acquire additional right of way at this time, maybe in 2011 or 2012.  In the meantime, 85% of the traffic on 86th is traveling at 35 mph.  Residents will be kept “in the loop.”

         *Ann Mahnke reported that Victoria loaned two pumps to the flooded City of Zumbro Falls.  “If FEMA comes in and declares an emergency,” she said, “we can get reimbursement for equipment and staff time.  It is a wonderful program to help out our communities.”
