SHORTER NEWS FROM SEPTEMBER NO BITES YET ON CITY-OWNED PROPERTY *Council voted unanimously on August 8th to list for sale the 13.5 city-owned acres located adjacent to and west of Victoria's Central Business District. On September 12th, City Administrator Don Uram reported, "There has been no inquiry on the 13.5 acres. There seems to be no market interest." *Council amended the Building Inspections Agreement with the City of Minnetrista to include a fee of $15 per inspection by the City of Victoria to cover internal administrative time spent on Minnetrista permits. The original agreement between the two cities, by which the City of Victoria provides inspection to the City of Minnetrista, includes a rate of $65/hour for Victoria's Building Official Tom Gray and $50/hour for Victoria's Building Inspector. In the first six months of 2011, the City of Minnetrista paid $17,849 to the City of Victoria for those hourly services. *Council authorized the execution of a new lease agreement -- with Lease Finance Group rather than Community Leasing Partners -- for the purchase of a new fire engine for the Victoria Fire Department that will result in a total savings of $28,700. A lower interest rate accounts for the savings. As Councilmember O'Connor re-clarified, "It is not a lease in the classic sense, but the financing of something we own." *Council approved a pay request from Minger Construction, contractor for the 86th Street improvement project. As of September 12th, 71% of the current total contract amount of $626,536 has been paid. *Council accepted the following donations: $500 from Mount Olivet Lutheran Church, $47 from Salon Spatoria for the Victoria Fire Department, $350 from the Carver County Fair for the Victoria Fire Department. *Council moved to support the development and implementation of a Comprehensive Aquatic Invasive Species pilot program by the Minnehaha Creek Watershed District throughout the watershed as a model for metro or statewide implementation by the DNR. Stated Tom O'Connor, "Clearly something has to be done." *Senator Julianne Ortman spoke to Victoria councilmembers on Monday, September 12th, about her work at the Minnesota State Capitol, the recent government shutdown, the budget impasse with the Governor, 22 different property tax classifications, and a constitutional amendment that defines "balanced budget." After 45 minutes at the podium, she concluded, "We can't pay for everything that people want us to pay for." *Council approved the proposed 2012 budget of the Lake Minnetonka Communication Commission, which is not funded by tax dollars but through franchise and access fees. Total revenue is projected to be $644,237. Total expenditures: $688,442. *Council approved the 2012 prosecution contract with the Carver County Attorney's Office. The county will receive 1/3 of the fine revenue generated by Victoria cases and an additional surcharge of $9,542 which is an amount calculated on percentage of cases. *Council authorized staff to apply for the MN DNR Local Trail Connections Grant. It would help pay for a paved trail connection on the east side of Rolling Acres Road and along the north side of Hwy 5. Estimated cost is $261,640. The city's match would be $65,410. *Council received final project costs of the 2010 projects in the Auburn neighborhood. All costs were less than estimated. Street and storm sewer assessment is $11,400. Watermain assessment is $6,600. City's share is $751,000. *Council approved the refinancing of an outstanding 2006 bond issue at 1.77% instead of the existing 4%. The city will see a net benefit/savings of at least $126,000. *Council approved a license agreement with Pamela Koltes and Daniel Makepeace as personal trainers at the Victoria Recreation Center. *Council authorized staff to apply to the MN Department of Health for a Water Protection Grant in the amount of $10,000 to upgrade and add security to the city's water supply. It is a 50/50 matching grant. |
