SEWER TUNNELING NEARLY COMPLETED IN THE HIGHWAY 7 VICINITY OF VICTORIA Three men from the Metropolitan Council Environmental Services Technical Services Department attended the September 26th city council meeting in Victoria. Purpose was to inform council and staff of the continuing Victoria Interceptor Sewer Tunnels Project. It began in 2008 on Smithtown Road and is on schedule to end in 2012 back at Smithtown Road with a connection to the 2008 project. Councilmember Kim Roden referred to the Hwy 5 project and the various detours that will be occurring in 2012. "How do they get along together?" she asked about the two projects. Replied Tim O'Donnell, project citizen liaison with the Met Council, "We feel most of our work will be done just ahead of the MnDOT project -- in the spring -- with restoration after that." Councilmember Roden also referred to a big development project coming to Minnetrista and the potential collision of projects. "Actual construction of the Minnetrista project would probably not begin until late 2012," replied Holly Kreft, Victoria Community Development Director. "When do we get our park back?" asked Councilmember Roden about South Lake Virginia Shores Park. That city park on Smithtown Road is being used as the staging area for the sewer tunnels project and so not available for citizen use. "Probably 2013," replied Victoria City Administrator Don Uram. Stated Ann Mahnke, Victoria's Director of Parks and Recreation, "The Park and Recreation Committee has looked at proposals for different park plans. My intent is to have another neighborhood meeting. The intention is to have a park plan in place in 2012 and maybe bid it out in the fall of 2012 or the spring of 2013." Back in 2008 there were several problems between Smithtown residents, contractor, and Metropolitan Council. In that regard, Mr. O'Donnell said, "We now have excavation at the road surface level, slowly pushing the hydraulic tunnel machine. It is likely that the neighbors won't hear or feel it." Reviewing the multi-year project, Mr. O'Donnel stated, "We are moving slowly but steady." He reminded councilmembers the project included three connecting underground tunnels -- along Smithtown Road, along Rolling Acres road, and along Hwy 7 to Baycliffe. "We've completed work on Rolling Acres Road," he said, "and the area has been restored but we do need to address some sod and tree planting areas and replace a fire pit. We have 200 feet left at Hwy 7. The last leg is Smithtown." Over 3,250 feet of tunneling were installed at Rolling Acres Road. Over 3,250 of tunneling will have occurred at Hwy 7. And beginning this October 2011, another 609 feet of tunneling and sewer pipe will be installed at Smithtown. The pipe is six feet in diameter, he said. The tunnel machine is 8 feet in diameter. The sewer pipe is installed inside the tunnel. Under the streets it's a steel ring system.
And Now It's 74th Street's Turn For Sewer Repair
The Metropolitan Council will be holding a public information meeting and Open House on Wednesday, October 19th, from 5:30 to 7:30 p.m. to discuss plans for repairing corrosion in a segment of its regional sanitary sewer located at 74th Street and the south side of Schutz Lake. Stated Councilmember Kim Roden, "There could be some interesting dynamics at 74th Street." Agreed Mr. O'Donnell, "It is going to be challenging. We're going to use the existing pipe as sort of a mold for a new pipe. There will be a small amount of digging at the surface in the area of the manhole." Asked Councilmember Roden, "Will it impact residents' ability to get to the lake and boats next summer during boating season?" "We will have answers for you at the October meeting," replied Mr. O'Donnell. He said that the summer of 2012 is the tentative start date of the project. Gary VanEyll, a Chaska resident and member of the Metropolitan Board, stopped by the September 26th Victoria City Council meeting. "I think you'll hear great things when all of this is done," he said. Stated Councilmember Tom O'Connor, "We've made tremendous and vast progress in the last two to three years. Congratulations to all of you at the Metropolitan Council."
