The total cost of these new buildings at about $5 million will be funded through a long-term bond issue with debt service payments partially offset by the infusion of $1 million in current cash reserves. The preliminary projected tax increase in the first year will be less than one half of one percent. Any potential increase in taxes could be mitigated once real estate values and construction rebound. 3) Are you in favor of a city administrator or city manager form of government? I am in favor of the City Manager form of government. This governmental structure does not lessen the authority of elected officials but allows them to focus on policy and overall strategy while the City Administrator (as we have today) form of government focuses on the day to day issues. Many surrounding communities, including Chaska, Chanhassen, Wayzata, Minnetonka, Excelsior, and Mound, among others, utilize this common City Manager form of government. 4) What are some of the most important things in life to you? My Catholic faith, my wonderful wife and family, and my community. I have found that a solid relationship with these three elements of my life is the source of true contentment. 5) What are some of the least important things in life to you? I have found that one of the least important things in life is to have the last word in any "discussion" with my wife. I learned long ago that when the lady of the house is not happy, no one in the house is happy. 6) Tell about your interest in city government. I am interested in city government because I love this very special community and want to preserve the small town feel while we continue to grow. Further, I have the leadership capability, professional skills, and the time to insure it continues to be special. It is vital that we maintain the small town flavor of the "City of Lakes and Parks" as we continue to grow. 7) What are your goals for city government in Victoria? I became interested in city government when I retired from my thirty-year business career. My overarching goal for Victoria city government is to maintain a "how can we help" attitude on the part of city officials toward residents and businesses. In terms of specific goals, we must focus on the basic services residents require such as police and fire protection, our civic infrastructure, our lakes, parks, trails, and responsible residential and commercial development. Second, we must focus on identifying and confronting the critical strategic issues that will define our City for the next five to ten years. 8) What are your goals today for life in general? One of my goals in life is to make people smile. I want people to wave back at me when I wave to them as I drive by in the car. 9) How did you come to live in Victoria? My wife Cathi and I came to Minnesota as the result of a United Health Group merger. A co-worker recommended Victoria to us. He raved about the small town atmosphere and quality family lifestyle in Victoria. He also raved about the Deer Run Golf Club. 10) Where would you like to live in the future? We have no intention of leaving Victoria. It is our home
