Also, Council approved three different change orders on September 8th that increased the contract amount by $13,326. "This was for modifications to the storefront steel, structural steel, and some tweaking of the HVAC system," said Cara. She also said they were discussing, or considering, a full stop at the nearby intersection at Stieger Lake Lane and Quamoclit Street, and additional signage and striping. "A lot of kids are mingling close to the road there at the ice cream shop." Councilmember Jim Crowley asked if the city engineer had any concerns in regard to the new building. Replied Cara, "I remain nervous about everything fitting together." New Public Works Building. On September 8th Council approved pay request number three for $308,096 on the Public Works Facility. This represents 27% of the current total contract amount of $1,344,010. Council also approved a pay request from Stahl Construction, the Construction Manager, in the amount of $9,605. This represents 26% of the total contract amount of $195,253. Said Ann Mahnke, Director of Parks and Public Works, "Siding on the east side is in place. The intent is to work on the roof this week. We are also looking at some clarifications for the contractors. There are soil issues on the drive. Otherwise the process is moving well." Speaking to the soil issues, City Engineer Cara Geheren recommended spending an additional $42,500 to improve soil conditions before placing the asphalt. "If approved, that would leave $36,000 in contingencies," she said. "I always recommend 12 inches of sand under parking lots and lift station driveways. Sand was deleted at this site to decrease the budget. The parking lot at St. Victoria doesn't have sand." "But now that the soils have been exposed at the Public Works site, they asked us to reconsider and put a sand section in. They're not asking for an unreasonable dollar amount. What I'm recommending totals $42,500." The contractor and construction manager suggested related improvements that ranged in cost from $38,500 to $80,500. Another option was to leave the parking lot and driveway be gravel for a year and do the paving later. Councilmember Tom Strigel asked for a recommendation. Replied Ann, "It depends on the frost and thaw of the winter and the movement of the soils. I fear we would have a mess out there if we just have gravel. Tracking mud out onto Bavaria Road is not a real good option." Cara said that typically they put one layer of asphalt down, and then the second layer after a year. She said that approving the additional work would leave about $32,000 in the budget for the facility. Stated Mayor Tom O'Connor, "As long as we've got the money, I think we should do it." He made a motion to approve the additional expenditure of $42,500. The motion passed unanimously. Furnishing the Buildings. Council authorized staff on September 8th to purchase furniture for the new City Hall and Public Works Facility utilizing state contracts and the University of MN contracts to get the best prices, plus also some competitive quotes, for business furniture systems ($31,804), bookcases, tables, council chamber chairs, guest chairs ($10,689), conference seating and desk chairs (20,259), office and lobby chairs and literature racks ($5,209).
REPAIRING SEWER PIPE AT LIONS PARK LOCATED IN THE OLDEST PART OF TOWN Council voted 5-0 on September 8th to repair approximately 739 feet of sewer pipe on the south side of Hwy 5 from Petunia Street west to County Road 11. Said Ann Mahnke, Director of Parks and Public Works, "We're finally to the point where we really need to get it repaired. We've been trying to get contractors to submit a quote. It's a short distance. Roots are going through the pipe. It's a constant maintenance issue. We finally got some quotes." She said Visu-Sewer had the lowest quote, $24,239. The sewer pipe will be repaired with a lining that is blown into the pipe and then it swells to fit the curvature of the pipe and hardens. Ann explained, "There are two manholes. They start at one and go to the other. Traffic will be impacted. I can't imagine that will take longer than a day." The other quote of $77,250 came from Roto-Rooter. Continued Ann, "This is a budgeted item in the sewer operating budget. This is in the oldest part of town. We're close to not having any more of these issues in town. We even had a hard time getting people to call us back." It was reported that this sewer pipe has flow that comes from much of the Lions Park neighborhood before it goes into the Metropolitan Council line.
