MOTIONING TOWARD DEVELOPMENT OF LARGE PROPERTIES SOUTH OF LAKE WASSERMAN Council voted unanimously on August 28th to authorize the final design services that can best bring trunk sewer and water utilities to the large properties south of Lake Wasserman, some of which are ready to develop as soon as utilities are available. Since only 2/3 of the estimated numbers were firm, there was not a "not to exceed" cost number associated with the motion. The number for final design services seemed to hover around $60,000. City Engineer Cara Geheren estimated that it will cost $1.4 million to extend trunk sewer and $200,000 to extend trunk water. Administrator Don Uram said the project will be paid through a combination of debt service and CORE and WAC (Water Availability Charge). Money collected for this purpose already totals $460,000 in a water enterprise fund and $900,000 in a sewer enterprise fund. Stated Mr. Uram, "There are development possibilities to cover the costs over time." He said each new single family lot can generate $3,900 in CORE fees and $3,400 in WAC fees. Councilmember Tom O'Connor asked what percentage of costs might come from debt versus funds on hand. Replied Mr. Uram, "It boils down to what the markets are doing at the time debt is being issued." About this major motion to make utilities available to this undeveloped land, Councilmember Tom O'Connor stated, "This council ought to be on record for approving this." At least two new counilmembers will be part of the 2013 Victoria City Council since Mayor Mary Thun and Kim Roden are not running for reelection this fall. Stated Cara, "It's the most complex infrastructure we've built in the City of Victoria." In estimating needed capacities to serve the large land areas -- three of which are currently identified as Segal, Meatcutters, and Americana Bank -- Cara said she and Planner Holly Kreft went through the process of looking at each quarter acre to know how many residents might need to be served. They estimated a population of 170 for the three properties, maybe 57 for the Segal property. There are additional undivided properties in the area. It was explained that the city is only bringing trunk lines to the edge of the first property to be developed. Developers then pay to bring utilities across the properties and to the lots, that are yet to be numbered. Pipes are estimated to be available to properties in July 2013.

When "things are going on" in the regular Council Chambers at City Hall in Victoria, councilmembers meet in the Community Room at the Fire Station/Water Treatment Plant. On Monday, August 13th, Council met here because the Hall was being prepared for Primary Elections on Tuesday, the 14th. Notice the huge pile of sand through the windows, adjacent to the "sink hole" on Hwy 5 being repaired by MnDOT. As Administrator Don Uram explained, "It is a tem porary stockpile for the sand that was on Hwy 5 as a surcharge at the sinkhole. It will be removed." It has since been removed.
