There is not a councilmember here who lives along that road. You had a recommendation from your city engineer to not install them. I urge you to think about this. This will affect many more residents. The noise and vibration from rumble strips will be huge. Right now we can hear every conversation of the construction crew." Mr. Johnson said he could have lost a row of mature trees along the back side of his lot, because that was in the plan, but he convinced MnDOT the project could proceed as planned without removing the trees. MnDOT came to agree and let the trees stand. "There had been a rush to judgment," said Mr. Johnson, "and this is a rush to judgment." There was no further discussion on rumble strips that evening, and no action to reverse the previous decision.
SHORTER VICTORIA NEWS FROM AUGUST SIX CANDIDATES RUNNING FOR CITY COUNCIL *Six residents filed to run for three positions on the Victoria City Council. Tom O'Connor and Tim Gregory are running for mayor. Lani Basa, Gordon Simanton, Joe Pavelko, and Noel Stiller are running for two other council seats. All are four-year terms. Mayor Thun and Kim Roden are not seeking re-election. *Council held a joint workshop with the Planning Commission on August 28th. There was discussion about the role of the council liaison to the commission, and the commission's liaison to the council. The main role of a liaison is to listen and be informed, to read minutes of meetings and ask questions when there are questions. The liaison is free to speak at meetings. Councilmember Crowley advised the Planning Commission: "Listen to a council video. Understand the debate. Understand the context. It's a point to begin the communication process." *Council approved the hiring of Trisha Pollock for the Accounting Technician position with a start date of September 4th. She has over 20 years of accounting experience and an Associates Degrees in Business from Ridgewater College. Eleven candidates were interviewed by staff. *Council approved the hiring of Cecilee Christopher and Danielle Courtney for the front desk at the Recreation Center. *Council approve a five-year Winter Use Permit for regional trail activities such as hiking, biking, cross country skiing, snowshoeing, and walking. The City of Victoria provides winter maintenance (plowing and trash pickup). In the past, this permit has been issued annually. *Council accepted a $500 donation from Victoria Care Center for the Victoria Fire Department. *Council approved the vacation of Bavaria Court, originally platted as George Circle and part of Parkwood. "This is a fairly routine request," said Don Uram. Owner Kenneth Boehm, who gets the north half of the right of way, would like to construct a single family home with access from Bavaria Road. The south half of the right of way goes to Mr. and Mrs. Ryder. *Council approved payment of $771,214 in bills on August 13th. Councilmember Jim Crowley noted the larger items: $460,000 debt service, $29,000 final pay request for 86th Street improvements, $25,000 Victoria Firefighter Relief Association municipal contribution. *Council approved a service agreement whereby Carver County provides assessment services for the City of Victoria. Valuation fees for 2013 and 2014 increased by 50 cents to $11.50 per residential valuation, $12 per agricultural valuation, and $13 per commercial/industrial valuation. *Council accepted a donation of $3,374 from the Victoria Lions for the purchase of two sets of turnout gear for the Victoria Fire Department. *Council adopted an ordinance to govern illicit discharge and connection of non-storm water and pollutants so sanitary sewer isn't flowing into the municipal stormwater system. *Council moved the dates of the October city council meetings to the 3rd and 5th Mondays: to October 15th and 29th. *Council acknowledged that the "City of Victoria Golf Team" came in 3rd place during the Victoria Lions Golf Tournament on August 27th. The city team consisted of Councilmember Tom O'Connor, Administrator Don Uram, City Attorney Mike Norton, and Dave Thun, the mayor's husband. |
