         Holly Kreft, Victoria Community Development Director, reported that the Planning Commission had recommended unanimous approval for a conditional use permit by Enki Brewing for warehousing and off-sale liquor.

         Councilmember Strigel asked if there was any opposition expressed at the Planning Commission level.  "No, not at all," replied Holly.  "As a matter of fact, there was a lot of support from the business community."

         Letters of support in the council packet came from the SouthWest Metro Chamber of Commerce, a Carver County physician who is president of Jack Of All Brews Homebrew Club, and a resident of Victoria who frequents other tap rooms in the Twin Cities.

         A letter from the co-founders of Enki Brewing stated the company was founded in August of 2012, the brewery will employ three to four people including themselves, sales will commence in late spring or early summer 2013, approximately 70% of sales will be in kegs sold to area restaurants and bars, other sales will be sold through the taproom for on-premise consumption and half-gallon growlers for off-premise consumption.

         Also, the taproom will initially be open on Thursdays, Fridays, and Saturdays as well as during special events, they anticipate initial production of 1000 barrels in the first year of operation, increasing to 3000 barrels by the third year.

         The second floor of the Creamery will remain an apartment, sublet by the owners of Enki Brewing.

 

VICTORIA RESIDENT GOES ON RECORD

AGAINST BOW FISHING ON LAKE ZUMBRA

         Mark and Mary Geyer, residents at Zumbra Ridge, spoke to councilmembers on March 11th about an item they read in the City Scoop pages of the March issue of the Gazette.  It was entitled, "Bow Fishing on Victoria Agenda."  The Geyers want to keep bow fishing illegal on Lake Zumbra.

         "Forty-eight years ago we started doing business in Victoria, primarily at Leo's Bar," said Mr. Geyer, introducing himself.

         He continued, "I noticed in the Scoop that the topic of bow fishing was brought up by the council.  I'm very much against it.  I would encourage you to maintain your policy of no bow fishing."

         "We're located on the end of the peninsula at Zumbra Ridge," said Mr. Geyer.  "Last year our whole backyard and house lit up in the middle of the night.  The DNR does electric shock on the lake, and we thought that's what it was.  But it wasn't."

         "For bow fishing, they like shallow water," he said.  "We built our house in 1983.  Many homes on Lake Zumbra have less than 100-foot setbacks.  Some are only at 20 feet.  Mark Lundgren's old house has a 50-foot setback.  Twenty-five to 50 yards of line -- that's 150 feet -- go out in bow fishing.  If that arrow ricochets, it could very easily hit a building ... Bows today are compound bows."

         "The lights and generators went on until three o'clock in the morning," said Mr. Geyer, resuming his story.  "I want to be on record that there is a complaint.  There is a safety issue.  Also, the tip of those arrows can come off.  Arrows do get lost, and I'd hate for my grandchildren to find a razor-sharp arrowhead in the water."

         Referring to the bright lights used by bow fishermen, Mr. Geyer said the intensity is 200,000 lumens, "which is the equivalent of two thousand 100-watt candescent bulbs."

         "There is also a noise violation of the ordinance," he continued.  "In the middle of the night on the water, you know how sound travels.  Also, who am I going to call to report it in the middle of the night?  How does anyone prove the distance from shore or the decibels?"

         He added that the City Scoop article referred to a councilmember saying bow fishing is an inexpensive way to get rid of carp.  "No carp were sampled in Zumbra," stated Mr. Geyer.  "If there has to be bow fishing, put it on Stieger Lake where there are no houses.  It is not compatible with homes."

 

MORE APPOINTMENTS IN VICTORIA

RESDIENT REPRESENTATIVES STILL NEEDED

         Council made a few more appointments to its various commissions and committees on March 25th while hoping to fill other vacancies as the year marches on.

         Tom Vogt was reappointed to the Finance Committee.  Linda McNulty and John Stubstad were appointed to the Senior Commission.  Mayor Tom O'Connor and Councilmember Jim Crowley were appointed to the Lake Minnetonka Communication Commission. 

         Residents are encouraged to file applications for appointment to fill seats still vacant on the Park and Recreation Committee and the Planning Commission.  Each are three-year terms.
