Replied Mr. Uram, "Public Works employees, especially when it's snowing, and administrative staff, maybe. "How many hours do you work?" asked Councilmember Pavelko. "Fifty to 60 hours a week," replied Mr. Uram, "primarily due to night meetings." A goal (KPI) is to have the pay of all city employees based upon performance, by December 31st, 2014. 6) Stable Infrastructure. It was pointed out that infrastructure includes not only streets and utilities but also city buildings should be considered part of the city infrastructure. A goal (KPI) is to have a new City Hall open and operational by June 1st, 2014, and a Public Works facility open and operating by December 31st, 2014.
Summarizing City of Victoria's SWOT Results: Back in January 2013, at the two city workshops conducted by a consultant, one of the exercises for strategic planning was to identify Victoria's Strength's, Weaknesses, Opportunities, and Threats (SWOT). Dozens of items were listed in each category, but only five were prioritized or summarized in each category.
Victoria's Strengths: • Dedicated staff and council • Financial stability • Local amenities • Growth opportunities • Well maintained infrastructure.
Victoria's Weaknesses: • Uncertain vision • Debt and static financial resources • Lean staff • Lack of commercial base • Substandard City Hall & P.W. Buildings
Victoria's Opportunities: • Continue to develop • Utilize trails, parks, lakes. • Grow the community base • Increase partnerships
Victoria's Threats • Outside influence • Taxes • Development challenges • Debt
SHORTER SCOOP FROM MARCH ROUNDABOUT FOR HIGHWAY 7 IN VICTOIA *Said Mr. Uram, "We have asked MnDOT specifically for their formal response to the rumble strips issue." He mentioned that a roundabout is slated for the intersection of Hwy 7 and County Road 11 North. Expected to begin in May 2013, that construction will, at least temporarily, send more traffic south to Hwy 5. Safety could become a more significant factor. *Council approved a Hawker License for Jose Medel, doing business as Pepe's Ice Cream, to sell ice cream treats from his van throughout town this spring and summer. No complaints have been received from a similar license he obtained two years ago in Victoria. *Council approved an insurance renewal for the City of Victoria to the League of Minnesota Cities Insurance Trust. The city did not waive the monetary statutory limit of $500,000 per claimant. Waiving the limit would have increased the city's exposure and premium. *Council approved worker's compensation for elected officials to continue providing coverage. *Council passed a resolution approving interfund loans for financial reporting. It indicates how loans shall be made from the city's General Fund and how they will be repaid from bond proceeds and developer accounts receivable. Each year, staff submits the city's year-end financial report to the Government Finance Offices Association for the Certificate of Achievement for Excellence in Financial Reporting. |
