UPDATING VICTORIA’S LIFT STATIONS

NEXT ONE ONLINE LOCATED AT BAYVIEW

Council accepted low bid of $145,568 from CCS Contracting for improvements to Lift Station #4 which serves 19 homes in the Bayview neighborhood plus receives flow from 16 homes served by Lift Station #3.

Reported City Engineer Cara Geheren, "Lift station #4 is one of the city's 17 lift stations.  It is adjacent to Lake Minnetonka up in Bayview and accommodates sewer service to 35 properties."

"Six of the 17 lift stations are less than ten years old," said Cara.  "This one was built in 1975.  It doesn't have modern controls.  A little light goes on and Public Works must be notified.

"The project entails replacing controls, panels, and pipes, not the pump itself.  The site conditions aren't very good.  There's a retaining wall and cliff there, and the gravel drive is in poor condition and keeps washing out.  We'd pave the driveway as part of this project and replace the retaining wall."

Cara said the bid is below the budgeted amount of $150,000.  Council has budgeted to complete a rehabilitation project on one lift station per year.

In response to a question from Councilmember Kim Roden about reducing the number of Victoria lift stations because of the new Met Council regional sewer constructed through Victoria, Cara replied, "The Met Council did reduce some regional lift stations, but the City of Victoria has so many lakes.  We need lift stations to elevate the flow for gravity to get it to the Metropolitan system."

Said Ann Mahnke, Victoria Director of Public Works, "We check our lift stations three to four times a week.  I anticipate less maintenance with this project."

Council voted 4-0 to accept bids and award the project to CCS Contracting, St. Paul, MN.  Jim Crowley was absent

TWELVE MORE HOMES AT RHAPSODY

PLUS RHAPSODY PARK GETS IMPROVEMENTS

Council approved the preliminary and final plat of Rhapsody 3rd Addition on July 9th to include 12 single family lots consistent with Rhapsody 1st and 2nd Additions.  It will be served by a cul de sac with access from Vogel Farm Road, not an access on County Road 43.

Holly Kreft, Community Development Director, reminded councilmembers that this 3rd Addition is the 4.5 acres deeded to the City of Victoria as part of the park dedication for the Rhapsody development back in 2006 for a Public Works site.

The acreage has since been deemed to be too small to accommodate a facility and equipment for Victoria Public Works. It was sold to U.S. Home Corp/Lennar for $250,000.  Closing of the purchase is on or before August 31st, 2012.

Holly reported that the Planning Commission recommended approval of the development 4-0 and staff is recommending approval.

Stated Mayor Mary Thun, "I know the residents are glad it'll be developed into homes rather than a Public Works facility."

In regard to Rhapsody Park -- which is located directly west of the 3rd Addition -- P.W. and Parks Director Ann Mahnke summarized that the city acquired the parkland in 2005, installed the playground equipment in 2010, and now in 2012 is doing the final grading, seeding, installation of a ball field, and a half basketball court.

Council accepted low bid of $72,546 for the park improvement project from Hartman Companies of Victoria.  "This bid came in under budget," said Ann.  "I have communicated over the past couple of years with the residents.  I know they're anxious to get this going and done.  We are making progress."
