SHORTER SCOOP FROM NOVEMBER

MORE DONATIONS TO CITY OF VICTORIA

         *As in the past, Council approved the animal impound contract with Countryside Veterinarian of Waconia.  Upon recommendation from Tim Amundsen, staff will also look at other possibilities since Victoria now has a Veterinary Clinic.

         *Council approve an exempt raffle gambling permit for the Victoria Fire Relief Association and their annual Ice Fishing Contest in February.

         *Council passed a resolution voicing support of the Chaska-Victoria trail connection, which is dependent on development to occur south of Lake Wassermn and east of Carl Krey Lake.

         *Council certified delinquent utility bills to the county for collection with 2010 property taxes.  Said Kim Roden, “I don’t understand it.  We don’t have people writing off their water bills as part of their itemized deductions for property taxes, do we?

         *Council approved a change in health care plan for city employees that, according to Mayor Thun, “provides as good or better health benefits at $50,000” less than the city had been paying.

         *Council approved the purchase of a new grass rig truck for the Victoria Fire Department at a cost of $50,289 including $20,000 to install existing equipment on the new vehicle.  The truck is replacing a 1978 model.  According to Fire Chief Tim Walsh, the truck would cost an additional $4,000 to $6,000 to meet the new emission laws, not in effect as of November 23rd.

         *Council accepted the following donations on November 9th:  $5,000 from the Rolston family and $3,000 from the Victoria Lions for the Lions Park Irrigation system; $800 from the Victoria Vics for the Lions Park Shed; labor from Troy Poppitz, Clark Poppitz, Nate Schmieg, and Peter Bren for the Shed and Irrigation Installation.  Coach Mike Poppitz solicited funds from the Vics and coordinated the installation of the Lions Park irrigation system and shed.  Southwest Suburban Publishing moved their office and donated a conference table and chairs to the Victoria Recreation Center.

         *Administrator Don Uram reported on November 9th that five firms were invited to submit proposals to be the city engineer, and all five firms submitted their proposals on time.  Holly Kreft and Ann Mahnke are reviewing the RFP’s with him. 

         *Council approved a resolution authorizing staff to apply for a planning and preparedness grant from the MN Department of Agriculture.  The grant, which requires a 15% match, would help Victoria plan and prepare for the Emerald Ash Borer infestation on public properties such as boulevards in parks and in natural areas owned by the city.

         *Council approved a resolution authorizing the deferment of a special assessment for a property owner in the 2008 street drainage and utility improvement project based upon a hardship due to age and income.  The assessment will be deferred for 15 years with compounding interest accruing at a rate of 6.37%.

         *Council approved the hiring of Erik  Kemppainene and Laura Zumbush-Wood to the Victoria Fire Department.  The basic firefighter position is paid $8.25 per hour per call of duty.  Cost for the  first responder and firefighter 1 and 2 training courses totals $1,375 per firefighter and is expended from the Department’s conferences and training budget.

         *Council approved the 2010 Water Efficient Appliance Rebate Program that includes $7,500 for the rebate program.  In 2009, all of the budgeted $5,000 in rebate dollars were distributed to those who purchased new energy saver toilets, washing machines, and dishwashers.

         *Council accepted the following donations on November 23rd:  $250 for the Victoria Fire Department from Lisa Bishop; $350 for the Victoria Fire Department from the Carver County Fair; $300 for Fire Protection from Mount Olivet Rolling Acres.

         *Council adopted a new fee schedule for 2010 that includes minor increases to most city fees.  Delinquent water certificate fee has increased from $25 to $45.
