ALPHABET JUNCTION EXPANDS

THRIVING IN DOWNTOWN VICTORIA

         Council voted 4-1 November 22nd to approve the request of Alphabet Junction to expand their daycare center in the Notermann Building to the lower level.  The city needs to give up three parking spaces to accommodation the expansion.  The city currently leases 18 parking spaces from the owner of the Notermann Building.  The number would be reduced to 15.

         Holly Kreft, Community Development Director, said the expansion could easily be accommodated with paint, carpet, and a new sink.  The Planning Commission recommended approval.  Councilmember Jim Paulsen, who  voted nay, was concerned about future parking in the city.  As Councilmember Kim Roden pointed out, “Their customers do not park.  They drop off.  The city gained additional parking with the demolition of the Kirsch building.  I’m not going to hold up a project like this.  I’m comfortable with this project.  Very few businesses are expanding today.  This one is.”

         Stated Councilmember Tom O’Connor, “This is a thriving business.  We have to rely a little bit on faith.”  Agreed Councilmember Tim Amundsen, “We constantly vote on projects when we don’t know the future.  It is part of the job that we have.”

 

SHORTER SCOOP FROM NOVEMBER

SLIGHT INCREASE IN POLICE CONTRACT

         *Council approved the City of Victoria’s 2011 Contract for Police Services with Carver County.  Total contract amount is $307,017.  Contract for 2010 was $305,083.  The dollars pay for one liaison corporal, two patrol deputies, a community services officer at 12 hours per week, 1 patrol vehicle, southwest metro task force, and overtime contingency.

         *Council postponed choosing an option to remedy the situation of the un-useable soccer fields at Diethem Park until more avenues are researched.

         *Council accepted donations to the Victoria Fire Dept. from John and Cherilyn Schneider ($100) and Kelly Hagel ($50).

         *Council approved the 2011 Timesaver’s Recording Secretary Services for the same rate paid in 2010.  It amounts to a base rate of $126.25 for every meeting (council or planning commission) up to one hour in length, plus $31.25 for each of the subsequent thirty minutes following the first hour.  There are other charges such as $11.95 for each page of minutes prepared from notes of the meetings.

         *Council held a first reading on the fee schedule for 2011.  Increases are scheduled for membership fees to the Victoria Recreation Center, gym rental fees, and fees for water meters.

         *Council approved a Fitness Rewards program for members at the Victoria Recreation Center.  The program provides monetary incentives to complete a given number of monthly workout sessions.

         *Council approved a license agreement for Kari McClintick, skating instructor at the Victoria Recreation Center.

         *Council accepted a donation of $6,278 from the Chaska Lions, who operate charitable gambling pull tabs at Floyd’s and Vic’s Bar and Grill in Victoria.  Annually, 60% of profits after taxes and fees from the two Victoria sites are donated to the Victoria Parks and Recreation Dept.

         *Council approved a 12-foot drainage and utility easement at Auburn Drive for a stormsewer line.  Property owners agreed to this request.

         *Council authorized deferment of the special assessment in the amount of $8,716 for a resident in the Lions Park neighborhood due to hardship and disability.
