VICTORIA SCOUTS MEET THE MAYOR

TROOP ON PATH TO BECOMING EAGLE SCOUTS

         Boy Scout Troop 337 spent some time at the Victoria City Council Chambers on November 14th, prior to the regularly scheduled city council meeting, asking questions of Mayor Mary Thun and becoming more acquainted with city government.  Troop 337 is based out of Victoria.

         David Stuver, assistant scoutmaster also in attendance, said the troop is sponsored by the Victoria Lions Club.  "Most of the troop is here tonight.  We're probably missing a third or so.  We're excited to be here in the community.  The boys are on a path toward their Eagle Scout requirements.  The path to that is to achieve 23 merit badges over a course of time until they turn 18.  Once they are 18, they can't continue to work on it. Only 4% of the boys in boy scouts achieve it, so it's a high honor."

         Added Mr. Stuver, "One of the merit badges is to talk to a city leader.  Of course, one of their first questions to the mayor this evening was about taxes.  I didn't put them up to it either.  The boys here are learning how to participate in the community.  Thank you for having us."

         City Councilmember Tom O'Connor then spoke directly to the scouts.  "I was an Eagle Scout and two my boys were Eagle Scouts and their grandfather was an Eagle Scout.  That's not by way of bragging, but by putting an exclamation point on the point I want to make ...

         "I encourage you guys to pursue it.  As you get older -- age 16, 17, 18 -- it's darn hard to turn away from high school sports and girls and all the other distractions, so stick with it now.  You'll never know the value of it until you get a little older and into the business community and you find out there are a lot of people around who are leaders who were also boy scouts and Eagle Scouts.  It's a singular honor, difficult to achieve.  Stick with it.  It's worth it."

         Troop Scoutmaster, Roger Jackels of Victoria, was unable to attend this Novembe city council meeting.

CITY EXCELLENCE IN FINANCIAL REPORTING

         *The City of Victoria has, for the fourth consecutive year, been awarded the Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report for the year ended 2010.  This is the highest form of recognition of governmental accounting and financial reporting.

         *Carver County Commissioner Randy Maluchnik reported November 28th that the County maintains a Triple A rating.  "We're doing a good job in the fiscal responsibility department," he said.  Even though the Market Value Homestead Credit is going away, he said, an average value home in the county ($286,000) will see a decrease in county tax.

         *City Administrator Don Uram reported that the change in State law impacts Victoria by $97,000 and that the city is proposing to reduce the 2012 budget by $50,000 to partially make up for it.
