PLAT FOR 58 NEW HOMES IN VICTORIA COMING TO TOWN: LAKE WASSERMAN RIDGE Council reviewed on November 13th a sketch plat for 58 new single family lots for property located on the south shore of Lake Wasserman. Name of the proposed new development: Lake Wasserman Ridge. The property was part of an acreage annexed into the City of Victoria in October 2011. City sewer and water trunk mains became available this year. The sketch plat was submitted by Ryland Homes. A preliminary plat is expected to come before Council early in 2013. "This was also reviewed by the Planning Commission," said Holly Kreft, Community Development Director. "This is very early in the development process. It has been referred to as the Segal property. The owner is David Segal. It is located on the northeast corner of County Road 43 and Marsh Lake Road." Holly has informed in the past that approximately 47 of the property's total 71 acres are developable if you exclude the wetlands. "Marsh Lake Road is currently a city road," said Holly. "It is destined to become a county road. The development will have access from County Road 43. There will be no access to Marsh Lake Road. The area adjacent to Lake Wasserman will be a park area. The Planning Commission thought it was overall a good plan. They hope to be starting next spring. It's to be done in two phases." In response to council questions, Holly said the developer is proposing 25-foot front yard setbacks and 10-foot sideyard setbacks. She said the city standards are, in fact, 30-foot front yard setbacks and 10 and 20-foot (total of 30) sideyard setbacks. "Probably the last development with standard setbacks was back in 2000," she said. "I don't believe it's going to be a very long time for the development of the property to the east ... Meatcutters ... at which point there would be access to Marsh Lake Road," added Holly. Mike Rammie, representing Ryland Homes, said there are six or seven different home floor plans and elevations. "We are currently building at Lakebridge in Victoria," he said. "Our model will be nearing completion soon. Actually, the grand opening is this weekend. The market will be driving the price. The homes will be from 2,200 to 3,400 square feet without a finished basement. We're anticipating to sell in the upper $300,000's to $400,000's." No action was required by Council at this time. The preliminary plat will be back in front of the Council early next year.
ADVANCE PARK DEDICATION IN VICTORIA TO CONNECT LAKEBRIDGE TO WATERMARK Council authorized a Trail Corridor Agreement on November 26th with Kevin and Kim Heenie, owners of 56.3 acres just east of the Lakebridge development. The agreement recognizes that the Heenie property includes two parcels identified as part of the future trail corridor that will connect Lakebridge to the existing trail at Watermark. Parcel One is 1.2 acres in size. Parcel Two is 5.6 acres. Both parcels are part of the old railroad bed. The agreement recognizes that should Heenies come to develop their property one day, they will be required to meet the city's park dedication requirement of 11% of the buildable land or 1.21 acres, which is the size of their Parcel One. The Heenies are willing to grant an advance dedication of their Parcel One at this time, and are willing to consider acquisition of their Parcel Two through a grant program of the Metropolitan Council. Parcel Two, and three other parcels under private ownership, will need to be acquired in order to bike to Kirke Lachen Park without riding on streets. Holly Kreft, Community Development Director for the City of Victoria, said that Parcel One would give the city 700 feet of trail connection at this time. Responding to additional information, Mayor-elect Tom O'Connor asked, "So the trail [between Lakebridge and Watermark] may be mowed and walkable by Spring 2013?" Replied Park & Rec Director Ann Mahnke, "Depending on the weather. Some of the corridor is low and could be wet. I will be having a neighborhood meeting in January about the [Lakebridge] park and the trail. Stated Mayor Mary Thun, "This is really a unique deal -- dedicating an easement in advance of development. They may never develop, but we thank the property owners."
