THREE COUNCIL SEATS UP FOR ELECTION

PLUS BALLOT QUESTION FOR VICTORIA RESIDENTS

         Three city council seats are up for election this fall -- Mayor Mary Thun's seat plus Tom O'Connor's and Kim Roden's seats.  Mary Thun has reported she will not be running again.  All three positions are four-year terms that begin January 2013.

         Interested residents can file to run any time from July 31st through Tuesday, August 14th, at 5 p.m. 

         Said Councilmember Roden on June 25th, "I hope we will have a heavy and robust number of candidates.  It's a wonderful way to be involved in a community.  I think we've been well served by people from our various neighborhoods.  Victoria has come to be seen as a city of neighborhoods."

         Also on the ballot this fall, in the city section of the ballot, is a question regarding a change from the city administrator to a city manager form of government in Victoria.  Said City Administrator Don Uram, "A majority of the votes cast will determine the outcome."

         Mr. Uram said he is working on a series of frequently asked questions for resident information.

         "This is not something we've decided to do lightly," said Mayor Mary Thun.  "The Council will continue to make policy in either case."

         Said Councilmember Kim Roden, "Residents should consider this.  The larger we get, the more staff takes a leadership role."

         City Attorney Mike Norton reminded Council, "Individual councilmembers can advocate for or against a position.  Council cannot do so as a body, however."

         Victoria residents will be asked to vote YES or NO on the "City Question."  The question:  Should Victoria provide for a Plan B council-manager form of city government?

         Currently, Victoria has Plan A, where the City Council hires and fires.  Under Plan B the city manager has more control but remains directly responsible for implementing city council decisions.

 

RESTORING WETLANDS AT STIEGER LAKE

MCWD COORDINATES PROJECT IN VICTORIA

       Council approved the acquisition of property and an easement by the Minnehaha Creek Watershed District for the Stieger Lake Wetland Restoration Project.

         The MCWD needs to purchase a 6.56-acre outlot parcel owned by the Hartman family in Katy Hills, plus they need to acquire a three-acre easement over the wetland area owned by Dr. Bruce Baker.  A downstream city-owned pond will be expanded to provide increased capacity and phosphorous removal.

         As Councilmember Tom Strigel pointed out, "This project required easement and acquisition to improve the water quality in Stieger Lake.  It's a worthy project in this City of Lake and Parks ... The purpose is to slow down water flow to the lake." 

         A slowing of the water flow allows the water to be filtered before entering Stieger Lake which reduces the amount of phosphorous entering the lake.

         Renae Clark, Operations and Maintenance Program Manager with the MCWD, attended the June 11th city council meeting.  "We coordinated the project with MnDOT and started discussions about a year ago.  The culvert under Hwy 5 is  specifically designed to work with the Minnehaha Creed Watershed District and the water flow."

         She said construction is estimated to be completed at the end of August with two solid weeks of hauling and heavy equipment.  "There will be no highway interruptions while working," she added.

         Asked Councilmember Strigel, "What are you doing to ensure no future pressure on Highway 5 at the sink hole?"

         Replied Renae Clark, "It is controlled primarily by the culvert.  We don't expect the project to impact the water level at the highway.  As for visual impact of the project, it will eventually blend in and  become camouflaged by plantings ... Wet weather and weather conditions could delay work but it will not obstruct traffic on Hwy 5."

         The Planning Commission recommended approval of the MCWD wetland restoration project.  Council also voted unanimously to approve the project.

 

RENOVATION AT CAMP TANADOONA

SERVING KIDS FOR 88 SUMMERS

         Marnie Wells, a CEO at Camp Tanandoona on Hwy 41 near Victoria, spoke to councilmembers on June 25th about a huge renovation to take place on the 103-acre camp on Lake Minnewashta.  "This is our 88th consecutive summer of serving kids in our community," she said.  "Buildings need to be fixed and roofs maintained.  We've got a lot of work to do.  Nature has a huge important role in a child's life.  We have an anonymous donor of $750,000 matching gift.  We're creating a Day Camp Village and Outdoor Living Classrooms.  I invite you all to come out to the camp."
