ON VICTORIA CITY BUSINESS CARDS PERSONAL OR CITY-BASED EMAIL ADDRESSES City Administrator Don Uram asked councilmembers if they should have business cards related to city business and, if so, should the cards include personal phone numbers and email addresses or city-based email addresses. Stated Mayor Mary Thun, "I use my own personal phone and email." She advised that a separate email address is cumbersome and not checked very often. Councilmember Jim Crowley suggested that email addresses for city councilmembers include a city-based address related to ci.victoria.mn.us that would be automatically forwarded to the individual personal email addresses of city councilmembers. Stated Councilmember Tom Strigel "I recognize it is a double edged sword. Councilmember Crowley's suggestion dulls that one edge." Councilmember Tom O'Connor also saw value in the suggestion of councilmember Crowley. City staff will review the issue as the city's website is updated.
APPLYING FOR ANOTHER GRANT TO CONNECT A CHASKA-VICTORIA TRAIL Council authorized staff to apply to the Minnesota Department of Natural Resources for a Local Trail Connections Grant that would help construct a key connection between Victoria and neighbors such as Chaska and the Minnesota Landscape Arboretum. The existing north/south trail located along the east side of Rolling Acres Road would be continued south to Highway 5, then constructed eastward along the north side of Highway 5 to the existing trail at Minnewashta Parkway. That existing trail is located in front of Faith Lutheran Church and west of the church along Minnewashta Parkway. Community Development Director Holly Kreft informed that the City of Chanhassen has received a grant to construct an underpass at Minnewashta Parkway that would enter the Arboretum at the Boorsma property [pumpkin farm]. The underpass would be located on the east side of the Highway 5/Minnewashta Parkway intersection. The underpass would connect to the existing trail in front of Faith Lutheran Church. As for the Chaska connection, the vital link is on Bavaria Road. Holly said the trail going north out of Chaska is located on the east side of Bavaria Road and ends at 86th Street in Victoria. At the intersection of Bavaria Road with Highway 5, the road's name is changed to Rolling Acres Road, which location is proposed as part of the trail grant application. The trail at Rolling Acres Road crosses the Lake Minnetonka Regional Trail, which is the old railroad bed formerly known as the Soutwhest Regional LRT Trail. This trail goes to Excelsior and then eventually Hopkins. In other words, if this grant is successful, Victoria will be more fully connected to many neighbors. Since it is a 50% matching grant, the city's contribution would be $94,400. The city's trail fund currently has only $53,000 available, so the additional funds would need to come from somewhere else in the city's coffers or perhaps a bonding issue. As Holly Kreft stated on February 14th, "If the city were successful in gaining this grant, the city would need to fill the gap between $53,000 and $94,400. The Park and Recreation Committee reviewed this. They recommend the city pursue applying for grant funds. In July of 2011 the city would hear if we are successful." Summarized Holly, "This connection would provide Victoria residents with safe and easy access to the Arboretum via the Lake Minnetonka Regional Trail and it traverses a wide swath through Victoria (the old railroad bed) and the underpass. It would also provide a vital link in the Chaska-Victoria Local Trail." Under terms of the agreement, should the grant be awarded, the City of Victoria must commit to maintenance of the trail for at least 20 years. Other options included various connections to County Road 18 in Victoria.
