         . . . The City of Victoria also provides building inspection services to the City of Minnetrista and works with School District 112 at the Victoria Recreation Center.  The City also has working opportunities with other governmental agencies such as the Metropolitan Council, the Minnehaha Creek Watershed District, the Lake Minnetonka Conservation District, the Lake Minnetonka Communications Commission, and others.

 

SHORTER SCOOP FROM FEBRUARY

VICTORIA BREWERY POSTPONED TO MARCH

         *Council tabled a public hearing that was scheduled for February 25th in regard to a proposal to locate a wholesale manufacturer's small brewer off-sale and on-sale liquor license for Enki Brewing Company LLC.  The brewery is proposed to locate in the Creamery Building in downtown Victoria.  Holly Kreft explained that the proposal could not be reviewed at the recent Planning Commission meeting because there wasn't a quorum of members and therefore could not make a recommendation to Council in regard to the brewery.  Council is expected to conduct a hearing at the March 11th city council meeting.

         *Council approved an amendment that modifies the number of SAC units for Holy Family Catholic High School from 100 to 80, a number based on building capacity of the school.  Holy Family's enrollment has remained below the 600 student level, which translates to 60 SAC units.  This approval eliminates a HFCHS payable of $118,000.  If student enrollment  exceeds 800, the school will be subject to additional SAC's at a ratio of 1 SAC/10 students

         SAC stands for Sewer Availability Charge.  One SAC unit equals 274 gallons of maximum potential daily wastewater flow capacity.  A freestanding single family residence is charged one SAC unit, a base unit.  Other types of buildings pay a pro-rated SAC fee based on the estimated potential capacity of wastewater they will need.

         *Council approved a resolution regarding Park Dedication fees owed the city by Holy Family Catholic High School as  well as reimbursable development costs owed the school, per the developer's agreement.  Net obligation owed the City of Victoria:  $16,166.

         *Council approved the sale of 25 pagers and 15 chargers no longer being used by the Victoria Fire Department.  Estimated value is less than $10,000.

         *Council accepted a donation of $300 from Chris and Camie Hanily for the Victoria Fire Department.

         *Council approved the  final plat for Krey Lakes 6th Addition for Ryland Homes.  It provides for 22 single family lots, the continuation of Heron Lane, and space for trail access.  The Planning Commission recommended approval.

         *City Manager Don Uram said the City Code of Ordinances needs updating and an agreement is being entered into for that purpose.  "It's been long overdue," he said.  As City Clerk Jennie Kretsch informed, "We are reviewing the workload and timelines of other projects, and the Code will be started in 2013.  The completion date is yet to be determined."

         *Mr. Uram reported on February 11th that city employee Linda McNulty, who has worked in various capacities, was retiring February 22nd.

         *Mr. Uram reported on February 11th that the second annual Citizens Academy will be open to the public on February 26th.  "Purpose is to educate citizens about what happens at City Hall.  Last year it included a tour of the Water Treatment Plant."

         *City Manager Don Uram reported that the Citizens Academy scheduled at City Hall last week was cancelled.  Only one person had signed up for it.

         *Council and staff held a five-hour Strategic Planning Session on January 26th where they identified strengths and goals and set priorities.  Strategic planning sessions will continue, probably midweek during evening hours, perhaps from 6-9 p.m.

         *Council heard a presentation from Joseph Lieser, new Office Manager at the Victoria location of KleinBank.  "KleinBank is united by values held for generations," he said.  "We want your kids to learn the value of saving.  Help us to make KleinBank's next 102 years of doing business as good as the last 102 years."  Mr. Lieser said he would be presenting a check for $660 to the Victoria Lions on February 27th, the proceeds from a KleinBank fundraiser.  "It's part of the bank's community reinvestment," he said.
