SHORTER SCOOPERS FROM APRIL IN VICTORIA

INCREASING EMPLOYEE COMP TIME TO 60 HOURS

         *The number of comp time hours for city employees was increased from 40 to 60 hours per year.  Sixty hours is equal to working 40 hours overtime.  The primary reason for the change is to provide employees the benefit of taking additional time off in lieu of overtime pay.

         *The Victoria Fire Department is applying for a MN Valley Electric Company Operation Round Up non-matching grant in the amount of $1,800.  If approved, the grant will be used to purchase life vests specifically designed for fire service.

         *Cost of four agreements with four groups of musicians that will be performing at the 2009 Summer Concerts in the Park is $2,145.

         *Council formally adopted a resolution terminating the contract for private development and the tax increment finance note to Victoria Drive LLC (the developer).  No tax increment has been paid to developer Matt Crowe for the buildout of the Mackenthun’s Meat and Deli space in the Notermann Building.

         *There were 43 new home building permits issued in 2008.

         *Council accepted $600 to the Victoria Fire Department from Community Living, $50 to the Victoria Fire Department from Walter and Marilyn Pemberton, and $200 to the 2009 T-Ball Program from Ann Roeder, ALR Properties, Inc.

         *Council formally approved a resolution authorizing the long awaited 2030 comprehensive plan to be submitted to the Metropolitan Council for formal review.  The Met Council may take up to 60 days to  comment on the plan.  The city is required to submit a plan every ten years.

         *Kim Roden reported that residents on 73rd Street are getting dust already this spring from traffic on the gravel portion of Park Drive, which services Carver Park.

         *Holly Kreft reported that the city will be making application for an internship through 1,000 Friends.

         *Latest appointments to the Business Development Committee are Scott Manion, Lielani Basa, Todd Brown, Jeff Byrne, James Crowley, and Ben Merriman.  Other members include Curt Bresson, Jim Emmer, Terry Hartman, Robert Henry, John Miller, and Councilmember Kim Roden.

         *Latest appointments to the Finance Committee are Greg Evansky and Michelle Siegert.  Other members include Mayor Mary Thun, Councilmember Tom O’Connor and (alternating) Councilmember Jim Paulsen, Finance Director Jylan Johnson, Administrator Don Uram.  

         *Latest appointments to the Park and Rec Committee are David Clayton, Heather Cole, Earl Schaub, Dee Koutoufaris, Brende Juneau, and Scott Rollin.  Other members include David High, Peter Relick, Councilmember Jim Paulsen. Park & Rec Director Ann Mahnke. 

         *The Schutz Lake Skiers Association received approval for a Water Obstacle Permit on Schutz Lake.

         *The Victoria Fire Department received permission to submit an application for a Community Partnership Grant in the amount of $2,500 for the purchase of a portable generator with light tower.  It is a 50% matching grant, which means the city would have to contribute 50% of the cost.  The estimated base price of the portable generator is $4,200.

         *As in the past, Council approved a resolution providing workers compensation coverage for the city’s elected officials.

         *The mayor and city clerk were authorized to execute a grant agreement between the City of Victoria and the Minnesota DNR for a grant totalling $23,000 in funds.  The grant is a 50/50 match.  According to Holly Kreft, the focus will be on three wooded city parks (Goodman, Salter, and Notermann’s Woods) and two city-owned lots (at Watermark and Laketown).  Dead and diseased trees will be inventoried, removed, and replaced.

         *Council reviewed and approved Victoria’s lease agreement with School District 112 for joint operation of the Field House in Victoria.  Stated Ann Mahnke, Director of the Field House, “The use agreement basically outlines the uses and who does what.  It spells out the responsibilities as well as who will be responsible.  Overall it’s been an enjoyable process.”  Councilmember Tom O’Connor asked if the Field House will be secure.  “Yes,” replied Ann.  Security of the entire structure is the responsibility of the school district.

         *City staff will submit an application for the City of Excellence Awards through the League of Minnesota Cities.  The application will be for the Field House Expansion project and Joint Agreement with School District 112.
