LEARNING ABOUT IT SECOND HAND

BUILDING PROJECT IN DOWNTOWN VICTORIA

         “I think we need to revisit the process where buildings go up in in Victoria without Council review, especially in the redevelopment of downtown Victoria,” stated Councilmember Tim Amundsen on October 26th. 

         Said Mayor Mary Thun, “I think Tim makes a good point.”

         Their comments were in regard to the extension and addition of the Clocktower Building in downtown Victoria, in the direction of their southern boundary toward the adjacent Fresh Seasons Market parking lot and Highway 5.

         Replied City Administrator Don Uram, “Our city code doesn’t require coming together for review by the City Council.  I think it says something about staff discretion.  How burdensome do we want to make the process?  We could bring back to your for review that section of the city ordinance pertaining to this.”

         Asked Councilmember Tom O’Connor, “What was the approval process here?  Did the original approval of the Clocktower Building allow this?”

         “It met code requirements,” replied Adminsitrator Uram. 

         Continued Councilmember O’Connor, “I was surprised to see dirt being turned over at that site.  Certainly we need a rigorous process across the board.  It’s our downtown.  We’re going to live with this a long time.”

         Said Administrator Uram, “This is a process I’m used to.”

         Stated Councilmember Jim Paulsen, “I don’t understand how we can do Floyd’s addition without Council review and then the Clocktower six months later without Council review.”

         Said Administrator Uram, “It’s in the city code.”

         Stated Councilmember Tim Amundsen, “I’m confident you’ve done an adequate review.  I don’t want to micromanage, but it seems to me the process is far removed from us.  Maybe we could reconsider the process.”

         Agreed Mayor Mary Thun, “I do think a cursory review would be appropriate.  If anything else is coming up in Victoria, maybe you could send us an email,” she said to the city administrator.

         Commented Councilmember Jim Paulsen about the new construction project in downtown Victoria, “It’s tough to hear about it from the neighbors.”

 

VICTORIA RENTS TO A DAIRY FARM

OWNS PROPERTY IN LAKETOWN TOWNSHIP

         “I do not want to sell this property, but to study it,” stated Councilmember Jim Paulsen, who was instrumental in the property’s purchase about ten years ago.  The 94-acres is located in Laketown Township, south of County Road #10 and west of County Road #43.

         For the last two years, the city has rented the property to Southview Dairy, Don and Mark Hess, for $135/acre.  Council unanimously passed a motion extending the lease with Southview Dairy from January 1, 2010, to December 31, 2010, at a rate of $145/acre.

         City Planner and Community Development Director Holly Kreft pointed out that only 68 acres are tillable due to wetlands and low lying areas.  She added, “Southview has been timely with their payments.”

         Said Councilmember Paulsen, “I think someday we have to figure out what we’re going to do with this property.  I do not want to sell it, but study it.”

         Holly pointed out that it is within the 3rd phase of the city’s Master Planning and is slated for utilities sometime between 2025 and 2030.
