LOOKING TO PROTECT VICTORIA STREETS

FROM THE DAMAGE OF GARBAGE TRUCKS

         Council directed staff October 25th to outline some broad terms that might work for the City of Victoria to limit damage done to city streets by the many garbage trucks and haulers licensed to operate in town.  One option might be to limit the number of days that garbage trucks are allowed on city streets.

         Administrator Don Uram said that City Clerk Jennifer Kretsh reviewed an ordinance in the City of Waconia that limits the number of days that haulers are allowed on city streets.  “We’ve got nine haulers out there on our streets every day of the week,” he said.  “If we limited the days, maybe one or two haulers would drop out of the running.  We need an ordinance amendment to make any changes.  This is for discussion purposes tonight.”

         “I do know we have a lot of haulers on the road,” said Councilmember Kim Roden.  “It makes me wonder if we have the best system.  I don’t like to limit free enterprise but yet I’d be open to more efficiency.”

         “Would you be interested in requiring a hauler to provide service to city facilities?” asked Administrator Uram.

         “Yes,” replied Councilmember Roden.

         “This would be self selection of trash haulers,” said Mr. Uram, “but we can provide a summary of other options.”

         “I’m interested in pursuing this,” said Mayor Mary Thun.  “I’d go even further and ask what their service might be to city events such as the Volksfest.  Certainly there is money to be had here.”

         Councilmember Amundsen pointed out that if nine out of nine haulers are able to continue hauling on Tuesday through Thursday, then there’s no gain for the roads but the city could save $10,000 in service to city facilities.

         “From a financial perspective, I think it’s something we can take a look at,” said Mr. Uram.  “It’s a very competitive landscape.  We should always be looking for opportunities.”

CITY LAND FARMED ON THREE-YEAR LEASE

         *Council extended the lease with Southview Dairy to farm approximately 68 acres of the city-owned 94 acres in Laketown Township.  The three-year lease will increase annually from $10,200 to $10,880.

         *Council approved the 2011 Prosecution Contract with the Carver County Attorney’s Office.  According to a change in the law, the State of Minnesota retains 1/3 of fine revenues and the remaining 2/3 is sent to the city in which the case was generated.  In payment for prosecution services, Carver County shall receive 1/3 of the fine revenue generated by Victoria cases plus an additional surcharge calculated on percentages of cases in the county, in the amount of $9,726.   In other words, the city must give the county half of what it receives from fines plus a surcharge.

         *Council authorized the Victoria Fire Relief Association to conduct a lawful gambling raffle in conjunction with their annual Ice Fishing Contest on February 6th, 2011.

         *Council approved a temporary liquor license for Holy Family Catholic High School’s Spirit of Fire fundraiser on November 13th, 2010.

         *Ann Mahnke reported that the Express Library at the Victoria Recreation Center has been well received.  Said Mayor Thun, “I think we should really market this.  People don’t have to go out of town to use this.”  Added Councilmember Roden, “And we were the first ones in the state to have this.”

         *Council approved the hiring of Tom Becker for a front desk/recreation programs position at the Victoria Recreation Center at the wage of $9/hour.
