DAIRY QUEEN INTERSECTION PROBABLY INCLUDED IN THE HWY 5 IMPROVEMENTS IN 2012 City Engineer Cara Geheren reported October 25th on the cooperative agreement to get funding for the Dairy Queen intersection at County Road 11 and Highway 5 as part of the state’s 2012 project that includes other intersection improvements along Hwy 5 in Victoria. “We’ve requested funding from MnDOT,” said Cara. “They actually have more funding available than projects. It looks like it should be a slam dunk to improve the Dairy Queen intersection. It should get included in the 2012 project. We’ll continue to work with MnDOT toward that end.” Mayor Mary Thun asked that more details be provided on the upcoming 2012 project, adding, “I think we should have an update on the construction and learn just exactly what’s going to be happening on Hwy 5.” Councilmember Tim Amundsen complimented staff for excellent communication and coordination in getting the DQ intersection included as part of the Hwy 5 project through Victoria in 2012.

CITY ADMINISTRATOR DON URAM DOES City Administrator Don Uram reported on his trip to San Jose, California, to attend an International City Managers Association conference. “The trip started with me not having any luggage for two days,” he said, “but I survived.” “I went to all kinds of seminars. One speaker was Diane Swank, a leading economist in the United States. The most interesting piece of her talk was about what happened when AIG, Goldman Sachs, and others folded their tables. Major global decisions were made in three hours. She said without those decisions, the global market would have collapsed. “Secondly, there was a seminar on the global economy and how the United States can be competitive but is not competitive. The United States has not been serious about global trade. “Thirdly, I went to a retirement seminar. Let me tell you, I will not be able to retire.”
MET COUNCIL SEWER TUNNEL IN VICTORIA CONTINUES SOUTH ON ROLLING ACRES ROAD Bill Cook, engineer with the Metropolitan Council, presented the quarterly update October 25th on the sewer/tunnel project currently progressing along Rolling Acres Road in Victoria. “The Rolling Acres tunnel has 3,100 feet completed with about 150 feet left to complete,” he said. “We were digging about 20 feet per day but have now hit a clay layer so progress has slowed. We hope to arrive at Manhole 81 the first week of November. Then we’ll remove the tunnelling equipment and start on the Hwy 7 segment.” “We have five of the six shafts completed to full depth,” he continued. “We started final grading and restoration of some of the sites along Rolling Acres Road. We’ve got about 1,200 feet of pipe left to install inside the tunnel with about 2,000 feet of pipe already installed. We have a strong and robust pipe installation.” “Hopefully we’ll begin the Hwy 7 tunnel in late December or early January. “The Schutz Lake boat access will hopefully open in spring 2011. Next spring there’ll be seasonal appropriate landscaping and warranty work and watering in those areas. In late September there was a dispute issue at Leizinger’s. We’ve agreed to replace the fire pit there that was damaged. “Harborage restoration continues. Some of the plantings did not survive. It will be replanted this fall. “We continue to have bi-weekly walk-up meetings. The project safety team meets quarterly.” Mr. Cook said the entire project is still on schedule. Estimated completion date at Rolling Acres Road is April 2011. Final completion date including Hwy 7 and Smithtown Road is estimated to be September 2012. Councilmember Kim Roden thanked Ann Mahnke, Victoria Public Works Director, for helping to work with one of the homeowners from Phase One of this large metropolitan council project. “There is nervousness around when the project returns to that area,” she said. Mr. Cook stated that Smithtown Road will be closed in the summer of 2012 for not more than 30 days and the Met Council is working with the contractor on that timetable.
