PRIVATE PARTIES PLAN FOR LANDSCAPING

ALONG REGIONAL TRAIL THROUGH VICTORIA

       Councilmembers voted unanimously on August 13th to approve a landscaping plan along the LRT trail that progresses through downtown Victoria, traversing from Kirke Lachen to Rolling Acres Road and far beyond.  LRT stands for Light Rail Transit and is the old railroad bed abandoned in 1981.  Today it indicates a Regional Trail that can connect several communities in the region.

         Said Ann Mahnke, Director of Park and Rec, "Landscaping is being done to coincide with the paving of the trail from Kirke Lachen to the Boat Launch [on Stieger Lake Lane].  There was some concern about the extent of the proposed plantings, that they should be reduced because of the future maintenance."

         She said the landscape planting cost is estimated at $35,000 -- none of it being requested from from the City of Victoria.  She estimated, however, that the maintenance cost for watering, mowing, and general upkeep would cost the city approximately $7,500/year.

         "We are trying to coincide this with trail paving," said Ann.  "One of the main topics of conversation was the turf.  Park and Rec recommended moving forward based on a reduced amount of turf."  She said that Terry Hartman, Victoria developer and business owner, is spearheading the landscaping project.

         Said Terry Hartman, who was invited to come to the podium that evening, "Our next step is to get a permit from the Hennepin County Regional Rail Authority within the next month or so.  Then our first step in work could be done this fall or early winter.  Tree plantings and benches should take place next year.  We'd like help in planting trees and getting memorial plaques from people.  We need some promotion and community work, probably next year."

 

SOCCER FIELDS AT DIETHELM PARK

READY FOR ORGANIZED PLAY NEXT SPRING

                Council voted unanimously on August 13th to accept the work from Cobalt Contracting for the Diethelm Park Soccer Field.  Total contract amount came to $176,975. 

         "There's a long history here of trying to mitigate the problems," said Councilmember Kim Roden.  "I want to get on the record from our Park and Rec Director, our city engineer, and our city administrator ... Can we accept this resolution and be confident the fields are done correctly?"

         Asked Councilmember Jim Crowley, "Have we had any activity on the soccer field this year?"

         "Yes," replied Ann Mahnke, Director of Park and Rec.  "And I'm confident the work is complete and we will not be working on it as before but there will be ongoing maintenance.  Based on the progress and factoring in the drought, we thought it best to wait with play.  There are people playing on the fields but not in an organized manner ... This is my expectation where we should be."      

         Asked Councilmember Tom O'Connor, "The field will be ready next spring for organized play?"

         "Yes," replied Ann.

         The soccer fields were originally constructed in 2002 and were playable in 2002 or 2003.  School District 112 began construction on the second sheet of ice at the Victoria Recreation Center in 2008, at which time the excavated soil was dumped and spread on the soccer fields to improve them.  They were, in fact, destroyed and unplayable since 2009.

         The one-year warranty period for the improvements will end on August 12th, 2013.

 

RESIDENTS AGAINST RUMBLE STRIPS

ASKS VICTORIA TO RECONSIDER ITS DECISION

       Resident Brad Johnson spoke under the Open Forum section of the August 13th city council meeting in regard to rumble strips.  In July, city councilmembers approved rumble strips down the centerline of Highway 5 through Victoria.  In fact, contractors for MnDOT have since installed them from Hwy 41 in Chanhassen to the DQ intersection in Victoria.

         "I'm a resident at Marigold Circle," said Mr. Johnson.  "I want to express my displeasure at how you've gone with rumble strips.  I feel it was a rush to judgment.  There is no history of this highway to support rumble strips.  I've been a paramedic for 32 years.  There are no accidents related to rumble strips correcting it."

         "I don't believe Council acted on behalf of the residents," he said.  "Every time we have a picnic on our patio, we'll have rumble strips for the rest of our lives.  It went from discussion to vote with no resident input …
