         Said Councilmember Roden, "I don't regret any decision we made on roads.  I hope the new council does Aster Trail."

         "It's a good time to be a borrower," said Councilmember O'Connor.

         Said Councilmember Crowley, "I'm a firm believer in option value.  It's valuable to have options.  The fact that we been conservative in the past allows us to consider a new Public Works and City Hall."

         Said Councilmember Roden to city staff, and especially to Kelly Grinnell, who was appointed Finance Director earlier this year,  "This is the best budget review I've sat through in the eight years I've been here."  It is the first time that Kelly presented the budget to city councilmembers, having worked behind the scenes at city offices these past several years.

         "I agree," said Councilmember Tom O'Connor.  "We should make it unanimous.  You did a great job, Kelly."

         On Monday, December 10th, Victoria city councilmembers will adopt the final 2013 city budget.

 

SEWER PROJECTS CONTINUE IN VICTORIA

NEXT ONE SHOULD LAST ONLY 6 MONTHS

       Tim O'Donnell, spokesman and Project Citizen Liaison for the Metropolitan Council Environmental Services, spoke to councilmembers on November 26th about the recently completed regional sewer tunnels project in Victoria and the next phase of sewer project that entails sealing leaks in the sewer line that runs from Rolling Acres Road west, under Park Drive, and continuing along the regional trail corridor to the west side of downtown Victoria.

 

Tunnels Project Completed

          He reminded councilmembers that the tunnels project began in October 2009 and includes three legs stemming from the area of South Lake Virgina Shores Park:  1) along Rolling Acres Road, 2) along Hwy 7, and 3) under Smithtown Road to connect to a project completed in 2007.

         That tunnels project, he said, included 7,000 feet of underground tunnels, most 6-feet in diameter, 13 access shafts ranging from 30 to 115 feet deep.  "Those were monumental tasks to get to the simple conveyance of sewage," he stated.  "The project basically came in on schedule and on budget as well."

         Mr. O'Donnell said a public neighborhood meeting will be held in April 2013 to get feedback related to the Odor Control Building which was constructed in South Lake Virginia Shores Park.  Plantings have also occurred in the Park with one-year warranties. 

          "It was a long three years but we did complete it successfully," he said.

 

Lining Project Begins

         About the sewer pipe that runs along the old railroad bed through Victoria, Mr. O'Donnell said, "We have a 30-feet easement across the project.  There is corrosion and leaking inside the pipes.  The project runs from the southeast side of Schutz Lake to Hwy 5 and Stieger Lake Lane behind the condo building.  The project will safeguard against overflow and sewer blockage."

         He suggested a public informational meeting will be held in December, and that the Met Council is looking to begin the project in January 2013.  "We'll be working from west to east," he said.  "We're looking to complete the project in June 2013."

         "On this project you will see some activity at the manholes," he said, "but there won't be digging of the ground between the manholes.  Some of the equipment will need to operate around the clock.  Once we begin the process [of installing a sealant lining in the existing pipes], we need to continue to inflate the lining, so equipment will run overnight.  It's a short inconvenience for a long-term sewer project.  We shouldn't be  back on it for another 50 years.  Installing the lining should rehabilitate it."

         There wasn't an answer at this time for Mayor-elect Tom O'Connor's question on cost of the latest project, but Mayor Mary Thun had numbers on the tunnels project.  "There was $34 million invested in that project, which will allow Victoria to grow for years and years."

 

A Visit from Gary VanEyll

         The Victoria area representative on the Metropolitan Council, Gary VanEyll, was in the audience that evening of November 26th.  "I just really want to say that this project will go well, too.  I see this technology go through quite a bit.  It seems to be a very good process."

         Regarding the immediate previous discussion with Met Council engineer Tim O'Donnell and others in the audience, Mr. VanEyll said, "I see that you're on a first name basis with our people.  These guys take the heat for everything.  The mayor sent a good letter and I passed it on.  It is appreciated."
